n O O O TEN MEDFORD (OREGON) MAIL TRIBUNE Slate Department Preparing Paper On Bad Treatment Washington (U.R) The State Department ois preparing a white paper on the "cruel and inhuman" treatment of Ameri can prisoners by the Chinese Communists, it was learned Sat urday. American officials made the disclosure after the two coun tries traded bitter statements on exchange of prisoner negotia tions at Geneva. They said this country will continue with the negotiations despite the dispute, Red China started the contro versy Thursday When it charged the United States with violating an agreement to exchange civil ians and demanded the names of all Chinese in the United States. The State Department replied in a strongly worded statement Friday night. It charged the Communists have broken their word ito free all Americans in Red China and noted that 14 U.S. citizens still are held there The statement also charged the Reds with "Cruel and Inhuman Treatment" of American prison ers. -In this connection, American officials said the department is collecting all the information it can on the mistreatment of Am erican prisoners by th Reds. This country apparently wants all the nations, of the world to know ex actly how the Reds treat their prisoners. Russians Support Afghan Demands ' Kabul, Afghanistan (U.R) Soviet Premier Nikolai A. Bul ganin has Qome out directly in support of Afghanistan's demand that Pakistan give up its stra , Jtegically3 important northwest ' frontier provinces, diplomatic informants said Saturday. Bulganin was quoted as say ing that tife 7,000,000 "freedom loving" people of the area should be 2rmitted the right of self-determination. This would mean the forma tion of an "independent" state which Pakistan holds would really be? voider Afghan domin ation. Visit Kabul The Soviet Premier, visiting Kabul with Nikita S. Khrush chev, the Russian Communist party leader, made his statement at a banquet Friday night. Western newsmen were ex cluded from the dinner on the ground that they were "not needed." A quantity of arms also was confiscated in the raids carried out in the regions of Tusuf, La verdure and Conde-Smendou. Lutheran Churches Consider Merger Chicago-rU.R) Two of Amer ica's largest Lutheran churches issued an invitation Friday to the nation's 16 Lutheran church bodies to merge into a single church group. The invitation was extended by United Lutheran Church in America and the Augustana Lu theran Church which have near ly 2,750,000 members. A commission representing the two church groups voted unanimously to ask the other Lutheran churches to attend a conference to conider the merger and "to proceed to draft a constitution and devise or ganizational procedures to ef fect that union." Dr. Franklin Clark Fry, head of the United Lutherans, and Dr. Oscar A. Benson, presi dent of the Augustana Church signed the invitation. A merger plan already is underway involving four de nominations to establish "The American Lutheran Church" by 1960. These denominations are the Evangelical Lutheran, American Lutheran, Lutheran Free and United Evangelical Lutheran churches. Grange Will Fight Income Tax Cuts Washington U.R). The Na tional Grange will fight any pro posed federal income tax cuts in 1956 with all the tools at its comand." Grange Master Herschel W. Newsom said Friday a tax cut now would hurt farmers be cause "it would stimulate infla tion, which in turn would widen the farmer's cost-price gap." The grange is the nation's sec ond largest farm organization, ranking behind the American Farm Bureau Federation. Norway King Leaves Hospital for Holiday Oslo. Norway U.R) King Haakon VII left the hospital Fri day to spend Christmas at the royal palace. The 83-year-old monarch has been hospitalized since he broke his thigh last June 28. Crown Prince Olav has performed the constitutional duties of the King. Am Sunday, December 18, 195S Average District Lost 20 Per Cent Of School Teachers Portland The average school district lost 20.04 per cent of its certificated school per sonel over the last year, accord ing to a teacher turnover study by the research bureau of the Oregon Education association. The study shows "that of 14, 033 certificated persons in Ore gon elementary and secondary schools," 2,813 were , dropped from the personnel lists of in dividual school districts between last fall and this fall. No reasons are given for dropouts. Some took jobs with other districts in Oregon and elsewhere, some re tired and some went into oth er lines of work. Greatest Turnover Greatest turnover percentage wise was in the second and third class districts which were tabulated by counties. The aver age, turnover of these smaller districts was 28.84 per cent. Grant county had a high in the state of 48.1 per cent turnover and Multnomah county was low with 17-5 per cent. . Turnover in county unit coun ties averaged 21.43 per cent, the study shows, and in first class districts it averaged 16.42 per cent. Of the 243 certificated person nel in second and third class school districts in Jackson coun ty in 1954-55, 50 teachers, or 20.6 per cent, did not return, the report stated. However, 61 new personnel are expected in, those schools next year, which is 11 over the previous year's new personnel. Medford district had 174 per sonnel this year, of which 20 did not return. ' In Ashland 78 personnel ere listed, of which 18 did not' re turn. Central Point lists 77, with 16 not returning. New personnel, however, fill ed vacancies, it was stated. Med ford had 48 new teachers, Ash land 19, and Central Point, 22. Lonardi Arrives For Health Check New York (U.R) Maj . Gen. Eduardo Lonardi,' who ruled Argentina for 50 days after the overthrow of Dictator Juan Peron, arrived here - Saturday aboard the Argentine state liner Rio Tunuyan en route to Wash ington for a month's health checkup at Georgetown Hos pital.' Lonardi's aides said he is suf fering from high blopd pressure. He was accompanied by his wife, his daughter Mercedes, and her husband, Ricardo Quesada. Lonardi, 59, was named pro visional president of Argentine after the overthrow of Peron Sept. 10. Lonardi's government, which was criticized by liberal elements for not cracking down on Peronistas, was overthrown Nov. 13 by a bloodless coup led by Maj. Gep. Pedro Aramburu, army chief of staff. (U.R) The pride of British aviation, the DeHavilland Comet III jet air liner, went through its paces Saturday . for 56 guests in . a demonstration flight here. The sleek silver and blue jet made a one hour-20-minute trip more than 200 miles northwest up the British Columbia coast, then south to "Victoria, B. C, and back east to Vancouver. Welker is a member of the Senate Judici ary committee. 1 Killed, 2 Injured In Gap Ranch Crash . Burns U.R) One woman was killed and two others badly injured in an automobile acci dent at Gap Ranch, about 45 miles west of Burns on the Bend highway Friday. The victim was Mrs. Marjorie van Cleef, Hines: Taken to a Burns hospital, in serious condi tion were Mrs. Johnny Woods and a Mrs. Twinman, both of Hines. A Trailways bus discovered the wrecked car about 2 p.m. Friday. It took about an hour for one of . the women to be freed from the vehicleC The occupants of the car ap parently were returning home from a shopping trip to Portland. The car hit a slick patch of ice while traveling down the steep east side of a hill, skidded off the road and rolled over the bank.. Smooth Trip The trip was smooth in mostly sunny weather with some clouds and haze. Among the guests were two retired Royal Canadian Air Force Air Vice-Marshals and a former president of the Canad ian National railway: Leigh Stevenson, A. T.. Cowley and W. N. Neal respectively.. Several government represent atives were invited but were unable to make the. trip. - The rest of the guests were, from business firms and the press. The comet . jet, which . broke three speed records in its round-the-world shake-down .cruise, arrived here Friday from Hon- olu, and is due to leave for Toronto, Ont, Sunday at 7:30 a.m. (PST). The trip east will take about - four hours. An official of the DeHavilland Co. on the world flight confided that the crew would be., glad to get back to England Dec. 22. The exhaustive tests on the plane and the endless details of ar ranging the trip have cut into sleep and tired both the officials and the technicians. Well Satisfied DeHavilland experts said the"y were well satisfied with the plane's performane so far. The Comet III is a development proto-tpye of the Comet IV, which will go into service in 1959 under the banner of British Overseas Airways Corp. It is expected to be the first jet air liner in service, except for the Comet I, which was grounded in 1954 after two disastrous crashes. The chief impression on the passengers was the remarkable lack of vibration and noise. The only sound in the cabin was the air conditioning, which changes the air every 40 seconds, and vibration was virtually non existant. Half of Gas Line Has Been Finished Portland (U.R) Half the pipeline which will bring natu ral gas to the Pacific Northwest from the San Juan basin in New Mexico and Colorado has been laid, according to officials of Portland Gas and Coke Co. They said progress on .'- the pipeline had reached the point that Portland could be assured of a natural gas supply by Aug. 1 of next year. Work has also started on the Canadian end of the internation al pipeline, thus increasing the volume of gas to be delivered to northwest markets. For the first year of operation, the system will deliver 298, 000,000 cubic feet of gas per day. i Within two and one-half years that will be increased to 645, 000,000 cubic feet per day, the officials said. Overall cost of the combined pipeline project was estimated at $333,000,000.
