U. S. Judge Claude McColloch .awarded the money to Mrs. , :Je ssie QWilson and the estate executor, the U. S. National Bank of Portland. The taxes were assessed against timberman Sam J. Wil son in 1949, the year before he died. The sum was paid in 1954. The law regulatei advertising structure and signs which are visible from the highway out side incorporated cities. Annual Permit An annual permit is requir ed for each structure and sign except signs advertising name, nature or service of a business which is within 300 feet of the business site, certain warning signs, rental or sales signs on the real estate involved, and signs on a farm advertising its products. Permit applicationi may be obtained from the state bureau of labor, Salem. Permit fees are based on advertising area, start ing at 50 cents for signs less than 50 square feet, to S3 for signs in excess of 500 square feet. Fees for all advertising signs presently in place or in construction, are due December 31. Advertising copy may be changed without payment of an additional fee but reapplication must be made when a sign is moved or rebuilt. Where Placed Signs may not be placed on rocks or trees, and must be able to withstand wind pressure safely. They should not obstruct vision of motorists at intersec tions and curves. If a sign does not comply with legal regulations within 30 days after notice, or if the name and address of the owner is not on the sign, it can be removed by the state and the owner charg ed for the rempval. The chamber advised high way sign owners to check pro visions of the law applicable to their signs. A limited number of sign ap plications are available in the Chamber office, and addititonal copies may be obtained from the bureau of labor, state office buil ding, Salem. Game Habit Study Earns College Degree Finckneyville, 111. (U.R) Robert Verts is earning a mas ter degree from Southern Illi nois University by turning 900 acres of abandoned strip mining land into a potential public hunting ground near here. As part of his graduate study, Verts is maintaining the land, developing it for wildlife and making a study of game habits and population. The area al ready offers a good supply of rabbits, quail and other small game to hunters who venture into the forbidding terrain created by "spoil piles" from mining operations. There is only one level spot in the 900 acres a plot of 50 acres in the middle which was planted with corn to provide food for the wildlife. Verts is making a study there of animal move ment in and out of feeding grounds. Besides the 'cover crop of shrubs and grasses planted by Verts, hardwood trees are spring ing up from natural seeding. Other cover is provided by hard wood and pines planted by the Truax - Traer Coal Company, owner of the land. Brain Disorders Related To Balance Los Angeles (U.R) Epileptic seizures and. other brain dis orders may be related to a deli cate balance between charged hydrogen atoms in the blood and those in brain fluid, it has been suggested by University of Cal ifornia research scientists here. Studies performed under . a U. S. Public Health Service grant have shown that a slight change in the ratio of hydrogen irons in the blood and those in brain fluid will change the electrical potential between the two fluids. There is a barrier between the blood vessels- and the moat of fluid that surrounds brain cells, and the hydrogen ions apparent ly cannot pass through the bar rier on their own. In the barrier, however, may be . tiny pumps which can force the ions through the barrier when necessary. The possibility was suggested by Dr. Robert Tschirgi and his associates at the university med ical center that when these pumps break down the , delicate balance of the hydrogen atoms between the blood and brain is upset. They suggest that this un balance may cause brain disorders. TREAT AS EQUAL Concord, Mass.
