Harry Stein, of Tonawanda, N. Y., claimed to be the dog's owner and asked for the hearing when Queenie strayed from home and turned up with new master. Queenie sat quietly in the court room until she heard Stein walking up the 'front steps of the court building. She ran to an open window and tried to leap out. When. The Washington chapter got together the other nieht. wearing their keys on their old school ties. Grass in Main Louisville Artery Drawing Interest Louisville, Ky. U.R Grass growing in the streets is a sym-! Dol of economic decay, but a proposal to grow not only grass but trees and flowers where Louisville's main business artery now runs is drawing a great deal of interest from the city's plan ners aid merchants. Louisville's "main stem, stretches along about eight blocks of Fourth Street. Here the the big department stores, two of the biggest hotels, most of the major theaters, the best shops and the leading banks. But Fourth st. is in trouble. Traffic-wise, it is a major head ache on which all parking al ready has been banned. It has been widened from time to time in efforts to alleviate the con dition, but this has always proved only a temporary relief, and now the sidewalks have be come so narrow as a result of widening the street that even pe destrian traffic is a problem at peak hours. Would Erase Problem Now a graduate student at Yale, 33-year-old Dieter. Ham- merschlag, in his master's the sis for a degree in architecture, has come up with a bold plan to improve Fourth st. by eliminat ing it. Instead of a thoroughfare, the street would be turned into a mall for its five most congested blocks. No vehicular traffic would be allowed at all, and in stead of curbed pavement, the whole area would be turned into a pedestrian parkway with at tractive flower beds and hand some trees. Alltrafficwouldbediverted to Third st. and Fifth st., both of which already are heavily dot ted with parking lots. Major stores along Fourth st. would have entrances into Third and Fifth. Two major department stores already have connecting passageways with large parking garages on Third. Alleys at the rear of the Fourth st. business houses would be expanded to handle deliveries. Reaction Mixed Hammerschlag, a German born citizen of this country, has other ideas for the city, but this is the key to the plan make the city's main business street a park in which only a few emer gency vehicles are allowed. How do the merchants react to this? With cautious interest. One of them' remarked, "It sounds so good I'm afraid to be for it." Others note that the plan has a sound basis but that it would be expensive and take a long time to achieve. Others are just plain against it. All of them, however, concede that something drastic may have to be done to check the constant flow of the city's trade from the downtown area to sub urban shopping centers. Juveniles Laud Milwaukee Record Milwaukee (U.R) Milwau kee isn't bothered much by Juv enile delinquency, and the Mil waukee Inter-High School Coun cil intends to keep it that way. Two representatives from each of 13 public high schools sit on the council's board, formed dur ing World War II as the "Victory Corps" which aided the war ef fort by scrap paper and metals collections. Dr. B. C. Born, prin cipal of Bay View High school, organized the group and con tinues as its adviser. While other large cities were cancelling night football games to stop the rowdyism and van dalism that followed them, Mil waukee was recognized nation ally for its clean record in this regard. The IHSC received a civ ic award from the Wisconsin de partment of the Veterans of For eign Wars for its achievement in discouraging postgame mis conduct. Fequeni Praise A resolution riassed bv the council has been sent to high school principals, student coun cils, the Transport Co. and Dress and radio outlets. The resolution pledges continued efforts by the council to keep rowdyism and vandalism by teen-agers at a minimum. It asks the coopera tion of high school student coun cils in encouraging student ac ceptance of the Sportsmanship Code. Transport Co. officials and Do- lice have given frequent praise to the council for its success in directing student energies to use ful or non-destructive activities. This year the council resolu tion reminds studeDs that the opening of the high school foot ball season will "focus attention on the behavior of the high school youth of Milwaukee." And if the council is as success ful as it has been in the past. Milwaukee youth is in for some more praise. Army Probes Slaying Of Gas Theft Suspect Seoul, Korea ftj.R) The Army has announced it is in vestigating the slaying of a Kor ean man, suspected of stealing gas from an American pipeline, by a U.S. Army private. An Array spokesman said Pfc. Virgil A. Super, 22, Fort Jones, Calif., fired the shot that killed Kim Byun Kon, 38, last Sunday.
