Reopening of Albany Plant Will Be Aired Washington (U.R) Gov: Paul Patterson of Oregon said here today that the National Security Council will discuss tod$f his proposal to reopen the federally owned zirconium plant at Al bany, Ore.' Patterson said reaction to his plea for reopening was unex- I pectedly speedy. But he said I there was no indication whether 1 the security council would reach decision on the plant at . its (fmeeting today, .-."t:-. .";',- Interest in the; plant is held by the Office of Defense Mobil ization. Atomic Enerev Commis sion, the Bureau of Mines and the Department of the Army. Zirconium, an atomic reac tion by-product, was first de veloped at the Albany plant through methods evolved by Bu reau of Mines' researchers. The government has launched a five- year zirconium procurement pro gram but has denied prospec tive bidders use of the Albany plant. Oregon-California Wafer Compact Hearing Under Way Salem (U.R) A two-day hearing on a proposed "Klamath River Basin" compact between Oregon and California got under way here today with commis sioners, engineers and their at torneys for the two states in at tendance. Purpose of the hearing- is to hear any objections or suggest ions concerning a preliminary draft of thecompact before the final draft is drawn up, Oregon State Engineer Lewis A. The Geneva papers were made public Wednesday night after Dulles himself revealed in advertently that the State De partment had compiled a record of the Oct. 27-Nov. 16 Geneva meeting. Reporters were startled to see a Dulles-autographed copy of the document in the hands of Portugese Foreign Minister Dr. Paulo Cunha as he, left Dulles': office. Newsmen immediately demanded copies. Contradictory Statements Cited The documents showed that Dulles, on Nov. 11, charged that Russia had made contradictory statements on whether interna tional controls were possible on reduction and prohibiting of nu clear weapons. The day before Molotov had talked about "ef fective international controls . . . " But Dulles recalled that last May 10 Russia had said there were "possibilities beyond the reach of international con trol." Dulles also gave the Russians a blunt and homespun argument on the West's reasons for seek ing free elections as a condition for reunification' of East and West Germany. He said free elections would give East German Communists an opportunity to explain "the merits, if there are merits," of their social system. Then,'' he said, all Germans would go to the polls, and "if they want this system, which to Mr. Molotov seems so good, they will vote to take it. If they do not like it, they will not take it." Officials said Britain and France approved U.S. publica tion of the Geneva documents. Russia's agreement was not asked.
