The stockmen said they would join the Nevada-California Landowners Association in opposing the Navy's application. They said the proposed target area furnishes summer range for appromixately 33,000 cattle and 36,000 sheep. Naval use of the vast tract would mean the loss of summer range for about 20 ranch operators, they said. Lakeview Attorney Forrest Cooper, counsel for the Nevada California group, said "if the Navy gets this first bite, it will be but the first of several which will eventually carry it north to Hart mountain and into Catlow valley." Modoc and Lassen counties in Caliornia and Humboldt, Persh ing and Washoe counties in Ne vada are also protesting, accord ing to Cooper. She came here for a day's visit as part of a cross-country tour. Cafe was under virtual house arrest in his swank apartment in the Copacabana sector of ftio de Janeiro. Tcoops surrounded his house waiting for him to leave so he could be "invited" to go to the war ministry for questioning. Cafe, under treatment for a mild heart attack for several weeks, precipitated the crisis Monday when he announced his intention to take back his job. Troops bolstered by tanks and guns took up strategic positions throughout the capital. Two heavy cruisers moved into Guanabara Bay and anchored just offshore without explanation. The Navy is regarded as pro-Cafe. ; Cost of Living Held Steady Last Month Washington (U.R) The cost of living held steady last month. Price increases for new cars and houses offset a drop in food prices, the Bureau of Labor sta tistics reported today. The bureau also reported that take-home pay of factory work ers rose to a new record level in October. This meant a boost in purchasing power of factory workers since the cost of living was unchanged. The bureau's consumer price index in mid-October stood at 114.9 per cent of average 1047 49 prices. That was the same as in mid-September. The bureau reported substan tial price cuts for meats, poultry and fresh fruits and vegetables in 39 out of 46 cities surveyed for the index. Average prices for meat, poultry and fish were the lowest since April, 1950. First commercial sign of rec ord was believed to be that erected on a New York city thea tre in 1894. Army leaders were said to have vetoed Cafe's return to power because they feel he is too close to the Navy, the Air Force and the National Demo cratic Union party groups which the Army believes are trying to prevent president-elect Juscel ino Kubitschek from being in augurated Jan. 31. The Brazilian crisis two weeks ago stemmed from the same thing. The army ousted Acting President Carlos Luz a friend of Cafe's and replaced him with Nereu Ramos, president of the Senate. Ramos was confirm ed by Congress and the Army said it was acting to prevent a coup against Kubitschek. Streets Nearly Deserted The streets were almost de serted. Troops controlled city traffic and forced all vehicles except small buses off all , main thoroughfares. Censorship was reimposed as it had been during the previous crisis. Troops dug trenches and piled up sandbag fortifications. . The Social Democratic party which supported Kubitschek in the Oct. 3 elections teamed with other parties to introduce a mo tion to prevent Cafe from as suming the presidency. The National Democratic Union fought the motion, claiming its approval "would open the way to military dictatorship in Brazil. Tongay Wants Lung Treatment Los Angeles (U.R) Russell Tongay, who "blacked out" and walked away from a prison guard in New Orleans 10 days ago, said he's willing to return to prison but first wants "prop er treatment" for a condition he believes is lung cancer. The swimming instructor es caped from a prison guard while serving sentence for the high dive death of his four-year-old "Aquatot" daughter. At the time he was being transported from Florida to New Orleans to get a lung examination at government expense. Tongay turned up here yester day at a local hospital. The 38 year - old fugitive surrendered himself after admittance. Police said he would be transferred to the prison ward at General Hos pital but would continue to be treated and get diagnosis: The Florida Cabinet in Talla hassee voted today to have Ton gay returned to Florida "as quickly as the law allows." The husky former coast guardsman had been sentenced to a 10-year prison term for man slaughter in the death of his daughter, Kathy, who died of injuries after a 33-foot exhibi tion dive.
