o otential Democratic s Eve Positions After Stevenson Declares 'X t, By LYLE C. WILSON United Pies Correspondent Washington OJ.R) It's Ad lai E. Stevenson against the field now in a long, hard race. The several Demo crats who also as pire to the p r e s idential n o m i n ation next year must either fold or stop him. The man whom President Eis- Lyte C. Wilson enhower lick ed in 1952 by a score of 442 elec toral votes to 89 is the acknow ledged front runner among the Democrats at this moment. But at this moment Stevenson is the only entry in the field. Eight full months of political maneuvering lie ahead before the month of the major party nominating conventions. There are politicians who will concede readily that Stevenson has a long lead today but who predict trouble in the months to come ithe other . hopefuls join to stop him. Stevenson's announcement in Chicago Tuesday that he would seek next year's Democratic presidential nomination long had been foreseen. Chief interest cen tered on the public reaction of key party figures to his open candidacy. There was a remarkable lot of them who heard the news with friendly interest but without committing themselves to Stev enson's nomination. Former President Truman had no com ment. Gov. Averell Harriman of New York, a dark horse, himself, jockeyed by Tammy boss Car mine Desapio said nothing which would prevent an all-out con vention fight for his own nom ination. Tennessee's Sen. Estes Kefau ver observed that Stevenson's "I will" opened to him the op portunity to contest a lot of presidential primaries. Kefauv er's own presidential announce ment is expected in December. Stevenson said nothing of pri maries Tuesday. But Chicago writers report he will enter at least four Pennsylvania, Min nesota, California and Florida. That excludes New Hampshire where Kefauver earned his giant killing reputation in 1952 by de feating Mr. Truman in a presi dential preference vote. Kefauv er is sure next year to go back to New Hampshire which holds the first of score of primaries. The date is March 13. Big Delegate Slale Kefauver split Pennsylvania with Stevenson in 1952 and divided Florida with Sen. Rich ard B. Russell of Georgia. He scared all real opposition out of California and won the big dele gate slate. Kefauver wasn't on the Minnesota ballot but polled nearly 20,000 write in votes, a solid showing. The various, strategies now are evident: Kefauver to enter as many primaries as .possible; Harriman to avoid all primary contests; Stevenson to enter a select few. Kefauver, for ex ample might not want to chal lenge Stevenson in Minnesota next year, a March 20 primary. He was up again only a favorite son in 1952, Sen. Hubert Humphrey. (U.R) High Air Force officers began today to evaluate the potential de struction in a future war gath ered from first day maneuvers of Exercise Sagebrush. The operation, largest war games since World War II, opened Tuesday with jet bomb ers raining mock atomic de struction on 18 air bases in 10 states. It took just 18 small jet bomb ers to drop the, equivalent of more than 350,000 tons of TNT For comparison, the Air Force dropped 467,000 tons of conven tional explosives in the entire Korean War. It took 250,246 individual aircraft flights and the job was spread over three years. The massive atomic assault launched by elements of the U.S. Tactical Air Command in Exer cise Sagebrush was but a frac tion of the nuclear explosive power available to the U.S. Stra tegic Air Command for preven tion or winning of a global war. TAC units assigned to the "ag gressor" force lashed out from Texas bases at the U.S. forces' air bases from Virginia and Flor ida to Louisiana and Arkansas. "Aggressor" ground forces moved forward in Louisiana be hind a barrage from 280 mm. atomic cannon delivering thous ands of ton of TNT equivalent. No immediate assessment was available as to the damage done in the ferocious, surprise attack. The first few hours of the ex ercise, which runs until Dec. 6, also revealed the almost im possible defense problems of an air commander attacked at short range without warning. The B57 light jet bombers used by the aggressor went through the U.S. forces' other defense ring in a breeze, skim ming in low where radar de tection is tough. But Kefauver well might decide to make it a con test in California on June 5. His primary achievements made Ke fauver top man in the first two ballots of the 1952 convention which finally switched to Steven son on the third. Stevenson's over-all strategy is all others out of the contest, as evident as is his greatest prob-His greatest problem is that lem. The strategy is to build up a quick, fire-ball preconven tion campaign calculated to bluff of all who reach the top of a greased pole which is, to stay there.
