The new Rogue Valley Memorial Hospi tal will be COMMUNITY-OWNED and CONTROLLED. It will be financed by VOLUNTARY CONTRIBUTIONS by the people RATHER THAN RESORT TO COMPULSORY TAXATION. Report of Research Committee of California State Chamber of Commerce VOLUNTARY HOSPITAL FINANCING OR DISTRICT HOSPITAL PLAN Voluntary Nonprofit Hospital Financing Method: California Chamber of Commerce Committee on hospital plan ning and financing recommended the voluntary, nonprofit hospital method: The raising of funds for construction of voluntary1, nonprofit hospitals should be through voluntary effort. These gifts are usually once-in-a-lifetime for donors. Yearly drives for oper ating deficits are not necessary. Strenuous efforts should be made by civic leaders of all Com munities in California to support voluntary hospitals. The high "standards of medicine in this State and in this Nation have developed historically through the private practice of medicine and the voluntary system of establishing high standard hos pital facilities. Hospital costs to patients can be arranged through Hospital Insurance Plans. Nonprofit hospitals supported by voluntary contributions offer the greatest promise of economical, efficient, and humane service to the public. WIE District Hospital Financing Plan: This is a local property taxation plan for communities which fail to provide adequate nonprofit hospital facilities by voluntary subscriptions. Oregon Tax District Hospital "An Act to authorize districts to incorporate as municipal cor porations for the purpose of supplying . . . facilities for the care of sick and injured persons; to issue, sell and dispose of bonds and other securities; to levy taxes; and to have the right of eminent domain for such purposes." Tax District Finance Sec. 11. "For the purpose of carrying into effect all or any of the powers hereby granted, such corporation, when authorized at any properly called election held for said purpose, shall have the power to borrow money and sell and dispose of general obligation bonds. THE SAID BONDS SHALL NEVER EXCEED IN THE AGGREGATE 10 PER CENT OF THE ASSESSED VALUATION OF ALL PROPERTY BY LAW ASSESSABLE FOR STATE AND COUNTY PURPOSES . . . provided, that if such corporation has within its corporate limits a population of 300 or over, THEN IT SHALL BE PERMITTED TO ISSUE BONDS IN AN AMOUNT WHICH SHALL NOT EXCEED THE AGGREGATE 10 PER CENT OF THE ACTUAL VALUATION OF ALL THE PROPERTY BY LAW ASSESSABLE FOR STATE AND COUNTY PURPOSES WITHIN ITS LIMITS." ... Sec. 12. "Such corporation shall have the power and hereby is granted to it the power to ASSESS, LEVY AND COLLECT TAXES NOT TO EXCEED TEN MILLS UPON ALL PROPERTY, REAL, PERSONAL AND MIXED, WITHIN THE BOUNDARIES OF SUCH DISTRICT ... THE PROCEEDS OF WHICH SHALL BE APPLIED BY IT IN CARRYING OUT THE OBJECTS AND PUR POSES HEREINBEFORE PROVIDED; and such corporation shall also have the power each year to assess, levy and collect a special tax upon all such property, real and personal, in an amount sufficient to pay the yearly interest on bonds thereto fore issued by such corporation and then outstanding, together with any portion of the principal of such bonds maturing within such year. IF THE COMMUNITY SUBSCRIBES $714,000 it can obtain a HOSPITAL VALUED AT $1,900,000.
