i Army Ordered fo Step Up Program Of Germ Warfare Washington OJ.R) The Army was under orders today to step up its program for germ and gas warfare. Army Secretary Wilbur M. Brucker issued this order in ap proving a civilian advisory com mittee report urging that chemi cal, biological, and radiological warfare be made a part of regu lar military planning. e The approved report, released Sunday night, also decried the public conception that such forms of warfare are "horrifying in character" and said they should be recognized for their "unique potential." Appointment Proposed Among other things, the com mittee proposed appointment of a top-level officer in the Chem ical Corps to keep tabs on germ warfare developments and fit them into over-all military plan ning. It also called for "aggres sive" intelligence to discover what other nations are doing in the field. "Recognition must be given to these weapons as having unique potential in warfare without associated destruction of facil ities and the attendant problems of rehabilitation," the commit tee said. "Recognition also must be given to the ability of these weapons to weaken the 'will to fight' of the enemy's military personnel and civilian popula tion without attendant loss of lives or permanent injury." The committee made clear its belief that an adequate arsenal of such weapons might remove ) any temptation for some future enemy to resort to germ war fare. An Army announcement said Brucker 'had approved "imple mentation" of the report. Appointed Earlier Q Sacramento (U.R) Sen. WILSON United Presi Correspondent Washington U.R) It is six weeks now since President Eis enhower suffered a heart attack arfd confidence is beginning to succeed despair in the cabinet. There is a growing belief and talk among high ranking administration members that Mr. Eisenhow er will run lyle C. Wilson a8aln- This is most notable among some who recently visited the President. They came away with memory of a vigorous, healthy man capable of work. A recent visitor summed it up this way: "Why shouldn't the President run again? His policies are es tablished. He's become accus tomed to the presidential rou tine. More important, he has set up a staff organization to lift some of the burden. "The job can be made even less difficult so much less that Ike could find ample time for his Gettysburg farm. In the past Army officials have generally steered clear of dis cussing U. S. activities in the germ field of warfare. A major reason has been a fear of ad verse international and domestic psychological reactions. It was only last year that information leaked out that the Army was engaged in develop ment of deadly nerve or "G gases" which can kill an individ ual in minutes. . "A second factor easily might put the greatest pressure on Ike to run again. It is the foreign sit uation now developing. Perhaps there will be a turn for the bet ter before long. But, frankly, we don't see that coming. The President feels that his greatest competency is in the fields of defense and foreign relations. He might decide to try another term, even at some risk to his health, in the cause of peace." So goes the argument for an other term. Some may be wish ful thinking. But it is remark able how the point of view has changed here since the President was stricken Sept. 24. All concerned agree that part of the decision lies with the President's doctors. If they say he safely could take it on, high ly placed individuals here think he will. These and others make much of the fact there are many thousands of American men and women who survived heart at tacks and still lead active and useful lives. Bets Against Second Term But others close to Mr. Eisen hower believe he is through. One of these is a man who will make a small bet any time that the President will not run again. He was betting that way long be fore Mr. Eisenhower became ill.
