One of the most significant implications of the scholarship program, in uonant s view, is the necessity to workout a sat isfactory method for selecting candidates. : "Because such a large percent age of American youth is enroll ed in high schools a much larger percentage than in most European countries it may be necessary to devise special meth ods for selecting scholarship students," he said. "Instead of using methods which are quite orthodox in Eur ope, where the examinations are based on the content ' of school courses, it may be necessary to conduct some form of aptitude tests. Real Capacities "Such tests would bring out the real capacities of the student and reduce the hazards of the particular type of schooling methods to which he had been exposed." Conant recalled that he had proposed a national scholarship program for Harvard university when he made his first report to the board of overseers as pres ident there in 1934. "The whole idea of providing some assistance to able students from families with limited fi nancial means was given a big boost by the G. I. Bill," the ed ucator said. "Since then much has been- done to convince the U.S. public of the importance of supplementing special talents through a period at college." - "He said there was considerable worry a generation ago that the privately-endowed colleges with necessarily high tuition fees would find their students limit ed to sons and daughters of well-to-do families, while state col leges and universities would be come institutions solely, for stu- dents of moderate' means. "This danger was foreseen at. least 25 years ago," Conant re called. "It would have resulted in two separate type of institu tion of higher education based on differences in family incomes, which would be very unfortun ate. Broader Base "The danger was recognized by educational leaders and many of us have been working on it for 24 years. It was this danger that helped give birth to the drive for a broader base for our school system." ' Conant does not believe the new scholarship plan will ser iously increase the pressure on already- overcrowded colleges and universities. 1 1 ' "The number of scholarship students will be too small to add to this problem,1' he said. "The big wave of new stu dents resulting from the snarp increase in birth rate immed iately after the war will hit the colleges in about 10 years. There will be about twice as many po tential students then as there were three, or four years ago. "I beliere the way to meet this problenj is not to double the size of the existing universities and colleges but to double the numb er of two-year colleges." Already, Conant said, about 50 per cent of students leave col lege anyway. He believes many people who go to college for a general education would get as good a, one in a two-year col lege as he would in a four-year college.
