Wilson two m on t h s since the President took off on Aug. 14 for hii Colorado vaca- ' tion ' , The vacation season was al most over and the big job of planning legislative and admin istrative strategy for next year was in sight when Mr.' Eisen- hower was stricken on Sept. 24. Now the word from Denver is that it may be three months in stead of two more before the PlSbident isrsufficiently recover ed to return to the White House. October, November and Decem ber are the hard months of ad,- ministration preparation, v like spring training for a ball club. Congress will be back on Jan. 3. . Annual Message Due ft: ', ! . Mr. Eisenhower's annualmes sage on the State of th(b Union will be due a day or so there after. Policy decisions still must be the President s responsibility. : Bt circumstances may " require others to take a greater part than usual in the mechanics of getting the administration program on the road.. Mr. Eisenhower will proclaim in his State of the Union message the adminstration's general ob jectives with details of the legis lative program to come later. The budget message jvill follow in less than a week. The third and last of the fixed messages will. go up a few days later. That will be the annual economic report. . On April 8, 1913, Woodrow Wilson found much pleasure in appearing personally to read his first message after election to a specially called Congress. Presidents usually, but not al ways, followed Wilson's custom thereafter, as has Mr. Eisen hower. But next time he may desire to lay it off on a reading clerk. It long has been the practice of presidents to invite contribu tions to messages, or, even, com plete drafts from one or more persons. The volume of material then is reworked into a message form and often is rewritten many times by -many hands be for the President gives it a final editing and an okay. , Written By Oihers There is no pretense that a president writes his own budget message. Gettysburg will not have seen the like since Mr. Lincoln came to town one day and humbly spoke as second man to the great Edward Everett. British Socialists Vore Support for U.S. Alliance Margate, England (U.R) Brit ish Socialists voted overwhelm ing support for the Anglo-Ameri- I can alliance today, rejecting left 'wing appeals for a go-it-alone policy and a separate agreement with Russia. The verdict, which now will become party policy, carried by 4,630,000 to 1,995,000 votes at the annual Labor party conven tion here. Asks Disarmament Earlier, party leader Clement Attlee called for a worldwide disarmament agreement to cut arms "down to the absolute min? imum required for preservation of law and order." Attlee told a cheering conven tion that banning the hydrogen bomb and ' all super scientific weapons was no solution to the problem of world security. "What the world needs today is a general agreement for dis armament down to the point of the absolunte minimum required for the preservation of law and order," he said. Gaitskell Confirmed Attlee, looking fit despite his recent illness, spoke immedi ately after former Chancellor of the Exchequer Hugh Gaitskell had. been confirmed in office as party treasurer. Gaitskell is re garded by many as a good possi bility to succeed Attlee. Attlee did not mention his oft rumored retirement in his speech. But he launched "a bitter attack on Prime Minister An thony Eden's government for re fusing to cut Britain's draft term from two years to 18 months. SMALLEST CHURCH Festina, la.
