EIGHT MEDFORD (OREGON) MAIL TRIBUNE Monday, October 3, ilBeef Commi$$ion Seen Wichita Hard Hit By Flash Flood; Plains Get Rain By UNITED PRESS Heavy autumn rains sent a flash flood swirling through Wichita, Kan., and new floods threatened hurricane battered Mexico today. Meanwhile, Los Angeles braced for an eye-smarting "smog red'alert and rains spat tered the Plaii States from West Central Texas to Eastern South Dakota. More than 100 square blocks were flooded in Wichita when a Government Moves Smoothly, Nixon Assures Nation Washington U.R V i c e president Richard M. Nixon has assured the natron that the gov ernment is operating in Presi dent Eisenhower's illness with out "internal disputes and jealousies." In an impromptu news confer ence , held on the lawn of his home yesterday, the vice-president said "every official of gov ernment . . . has only one goal in mind, and that is to see that the government runs in a way just as close as possible to the way wea think the President would want it run under these circumstances." Since the President's illness, Nixon said, there have been none of. the "internal disputes and jealousies' that usually mark "similar occurrences in American history." Defense Spending Settled He apparently referred to the administrations of Presidents Woodrow Wilson and James A. Garfield. Both Presidents were serously ill during long periods in the White House and were unable to discharge the duties o of office. The only known issue to come to a h6d since Mr. Eisenhower suffered a heart attack concern ed the ministration's hopes of cutting defense spending enough to balancer the budget. This question was apparently settled last week by Defense Secretary Charles E. Wilson when he reported that military spending this year could not be cut below $34,500,000,000. Trea sury Secretary George M. Humphrey issued a statement accepting Wilson's verdict. Nixon told reporters that the affairs of government "are go ing smoothly and business has been carried on without, delay or interruption." - pounding eight-inch rain sent Cowskin creek and a drainage ditch over their banks. Hundreds Leave Homes Hundreds of persons, includ ing 60 children, had to leave their homes and seek shelter at Red Cross headquarters and an elementary " school yesterday. The water came, window-high at some homes and National Guardsmen, Air Force personnel, and Red Cross and Civil Defense workers aided in the evacuations. The worst appeared over to day. The Southern Plains of Texas also took a beating from the wea ther. Thunder and electrical storms crackled over the region and half of the city of Lamesa was plunged into darkness for four hours when lightning hit a power transformer. Tampico Threatened Far more serious, floods were threatened at devastated Tam pico, Mexico. Heavy rains spew ed by the killer hurricane Janet sent the Panuco river rising again,- threatening thousands of refugees with new disaster just as they were returning to their homes. Tampico was flooded by hurri cane Hilda's rains during most of last month eand 36,000 persons are still homeless. But Tampico officials said the latest flood threat might even be worse. QHurricane Janet oalso had . a ppsthumous kick from Lower California, where a tropical storm sent ships scurrying for safety. The storm, believed to be a freak off-shoot of Janet, appeared to be dissipating today.
