Length of Home Loans Reduced . . Th federal housing adminis tration and the veterans admin istration have reduced the maxi mum length of home loans which they will insure or guarantee from 30 to 25 years and raised the down payment requirements by two per cent, according to Clark Walker, president of the Medford Real Estate board. Because many builders had submitted applications to these agencies before the deadline, some, houses covered by these are still on the market and may be sold under the more liberal terms in effect before the tight ening. The supply of them is dwindling, however, Walker pointed out. Parisians believe it will take a man of Napoleonic genius to to do it. Dubois may be the man. Last year he gained wide renown by ordering Parisian motorists to stop blowing their horns, and getting them to obey the order. There are almost 1,000,000 motor vehicles in the Depart ment of the Seine, which in cludes Paris and its close sub urbs. The number grows by 180 every day. A frightening preview of what the future may hold took place 10 days ago when 200,000 of these cars became locked in what may rank as the worst traf fic jam in history. A strike had idled all subway trains and buses. At the evening rush hour the streets began fill ing with cars. Then more cars, and still more cars. At the height of the rush, they all sud denly stopped moving. Record Jam Whets Appetite It took police four hours to untangle the jam. The experi ence left patrolmen exhausted but it whetted the appetite of Prefect Dubois. He is ready for action. As of Oct. 1, any car illegally parked and hindering traffic on a Paris street will be forthwith hauled away. No more bother ing with traffic tickets. Most motorists have been willing to pay the 900 franc ($2.60) fine for the privilege of parking their car. This is only the beginning. At police headquarters, Dubois is preparing a huge strategy cen ter to. coordinate traffic control throughout the city. It looks like c-ne of the aircraft plotting rooms used during World War II. On a giant map of Paris, traf fic specialists will push raagnet i2ed studs representing police patrol cars from zone to zone as traffic tie-ups develop. ' City Divided Into Five Parts The city has been divided into five "observation sectors." If patrolmen in one sector encoun ter a jam too big for them to handle they can radio to 10 dif ferent mobile police teams for help. Meanwhile, certain north south traffic "routes will be cleared of bus stops, taxi stands and pushcart markets that tend to impede the flow of cars. Dubois admits such measures as these will supply relief but not a cure. The streets them selves are partly to blame, and Paris has allotted 3,500,000,000 francs ($9,400,000) for improve ment of main traffic arteries and construction of underpasses. Eventually, Paris . city plan ners hope to see a network of underground highways to take through traffic off the streets. Unfortunately, however, most of the space under Paris is already taken by subway tunnels, elec tric, gas and water mains, and the famous sewers. The Washington zoo has a monkey that has flown twice as high as any man. Together with another macaque monkey, it rode an Aerobee to an altitude of 36 miles before being para chuted down in the rocket's nose section. Both animals recovered in excellent health and spirits. Nearly all Indian babies in Minnesota are now hospital-delivered. Oswego Dentist Found Dead in Auto Portland (U.R) Dr. Perry L. Schoonmaker, an Oswego den tist, was found dead in his auto mobile on the Columbia river express highway near Multno mah falls yesterday and deputy sheriffs said he had apparently died of a bullet wound. Officers said a .32-caliber re volver was found in his lap and there was a bullet hole in his right temple.
