WILSON , United Press Correspondent V a s h i n g ton (U.R) You wouldn't believe how lightly the income tax flicked the pocket- b o o k in the first years aft er William Howard Taft s u c c e s sf ully proposed it in 1909 and Wood- row Wilson be gan to collect it in 1913. From 1909 to congress tyle C. Wilson submitted and the states completed ratification of the 16th or income tax amend ment, the first time the Consti tution had been changed in 43 years. President Eisenhower is the eighth in that office to be con fronted with the riddle of the income tax. The correct answer is a distribution of the tax bur den or of tax cuts satisfactory to all hands. It can't be done. Paid $10 in 1913 In 1913 a married person with two dependents and a 85,000 "net income paid $10. At $8,000 the bite was $40, rising to $bU on the $10,000 family; $260 on $25,- OOOt $2,510 on $100,000; $25,010 on $500,000. Times have changed. Just 40 years later, the $5,000 family was paying $577. It was $1,282 on an $8,000 income; $1,744 on $10,000; $7,004 on $25,000; $56,- 032 on $100,000; $411,224 on $500,000. The family man with $5,000 net who paid Democrat Wood- row Wilson's treasury $10 back there in 1913 paid in only. $3 to Herbert Hoover's Republican treasury in 1929. The 1913 $40 tax on $8,000 had been reduced to $14.But the $100,000 a year family which paid $2,510 in 1913 was hit for $14,846 on 1929 in come. The $500,000 family paid $110,846. The Hoover administration's 1932 revenue act started taxes up again. But it remained for another war, FDR and former President Truman to show what really could be done in the field of individual income taxation. Taxes Hiked in 1942 FDR's 1942 revenue act took 3 $730 from the $5,000 family 3 ' which used to pay $10 and the , 1944 act hiked it to $755. .The 3 $500,000 family paid $439,931 and $442,985, respectively. The revenue service estimates ' that the effective rate on" a $5,000 net income under the 1913 act was two-tenths of one per 0 cent, ranging up to one per cent on $25,000 and five per cent on $ft0,000. Forty years later the comparable effective rates were 11.5 per cent, 28 per cent and . 82.2 per cent. . (International) Safaris in North Carolina Fail To Lure Elephant From Honeysuckle Jungle Charlotte, N.C. J(U.R) There's a limit to how long one ele phant will stump the experts runaway Vickie's trainer vowed today. Vickie's four-day vacation in her private jungle near the Mu nicipal Airport will end in a barrage of tear gas by that dead line if final efforts to capture her with hooks fail again. A Charlotte firm offered the use of guns and tear gas bombs which Vickie's frustrated pur suers hope will make her groggy enough to submit to being chained. Drastic Methods Planned'- ' And if the tear gas fails, trainer Smoky Strickland said, he will resort to-ihe even more drastic . measure of slipping Vickie a mickey. For four days Strickland has led a dozen of mahouts on safaris into the 50 - acre honeysuckle jungle .where Vickie has made her home but every trick they used to capture the elephant failed. . They tried hemming Vickie in with trailer trucks. That failed. Decoys of other elephants also failed. And Vickie was too "mean" and too frightened to be guided with elephant hooks. Strickland has - been leaving sweet feed for Vickie at her nest in the wooded swampland to keep her "at home" and each night Vickie bedded down in her nest. ... Strayed Into Tourist Court But at other times Vickie has done about as she pleased de spite Charlotte's "great elephant hunt," once straying into the backyard of a tourist court, and once entering a trucking firm's parking lot. . Strickland said Vickie would not harm anyone -unless corner ed, or . unless a person stands too long in the elephant's path. But the swamp's border had to be patrolled constantly during Vickie's waking hours. Meck lenburg county police assigned two men regularly to help the elephant hunters. . But at late night everybody sleeps and so does Vickie, Pioneer Building Due for Discussion Portland '(U.R) The Port land city ' council yesterday named Commissioner Stanley Earl to explore the , possibilities of securing the- Pioneer Post Of fice here for the city's use. ' Earl will' contact Secretary of Interior Douglas McKay in Washington, D.C., next week, while in the capitol for the Na tional Conference on Citizenship". The 80-year-old structure has been ordered put up for auction by the General Services Admin istration. Noihng does tke Seven-Up Bottled By the 7-Up Bottling Co. of Medford Screening Slated lor Plant Canal at Gold Gold Hill Screening of Ideal Cement company's power diver sion canal at the Gold Hill dam on the Rogue river, for many years a trouble spot for down stream migrant steelhead and salmon, will soon become a real ity, the Oregon Game commis sion said today. After several years of nego tiation, an agreement has been reached between the commission and Ideal Cement for installa tion of ' a louvre - baffle type screen and by-pass to prevent migrant fish from entering the turbines and insure their safe downstream passage. Simple in Principle The new louvre type screen, although complicated in con struction, is relatively simple in principle. Downstream migrant fish pre fer the quieter flowing water and usually shy away from any disturbance or current reversal if it is at all possible. The prin ciple of the louvre screen is to set up these disturbances. The face of the screen is built in a series of V-shaped louvres across the flow of the water. Baffles, spaced at 2V-inch in tervals along -the arm of each V, force the water to turn at a 90-degree angle as it passes through, thus setting up a dis turbance and a reversal of cur rent on the upstream side of the louvres. Other baffles then straighten the water "back to its original direction of flow as it passes through the louvres on "the downstream side of the screen. Enter By-Pass Flume As the migrant fislf enter the V-shaped louvres, they shy away from the disturbances created by the water 'turning at 90 de grees arid move down the center to the tail of each V. Here they enter a by-pass flume which car ries the fish to the main river flow below the dam. In addition to the new louvre screens, a travelling trash rack will be installed above to pro tect the screen and remove any debris or other foreign material entering the canal. Animal Ads Among Attractions With 1955 Shrine Circus The fourth annual Shrine-Po lack brothers circus will, be in Medford at the high school sta dium Tuesday and Wednesday, Sept. 20 and 21. Presented by the Josephine and Jackson Shrine clubs of Hillah Temple, the circus will give two per formances daily at 3:30 and 8:15 p.m. Star performers from the ani mal kingdom range ,from dogs to cats , elephants to bears Poly Orea's 16 spliz dogs cavort through intricate routines. A family of big cats embracing seven species lumber gracefully under the steady eye and nerve of Professor George J. Keller. Baby Elephant The Besalou Baby Elephant, trained by Mac and Peggy Mc Donald, are obedient but have minds of their own. Holand Tiebor's sea lions thoroughly enjoy circus . life. Never at a loss for applause T they do their own clapping. The bears, though attached to their trainers, the Klausers, often try to "cheat" on then- tricks. The result is a patient but forceful repetition of the routine lest the wrong way become a habit. A troupe of goats, obstinant and curtous, make their debut in the Shrine circus this season under the direction of Albert Ostermaier. The dancing horse, Pasha, is guided through a 'horse trot' by subtle cueing of 'its rider, Cilly Feindt, and the alert musical di rector. Jacksonville Board Discusses Turf Plans Jacksonville -The Jackson ville school board Monday night discussed plans for installation of turf on the Jacksonville High school football field. The field is dirt, and turfing would include grading and earth fill. Board members agreed that turf would greatly reduce pos sible serious injuries to players, who now use the dirt field. In future plans for the foot ball field are installation of lights. x . Kansas Escapees Terrorize Woman; Posse Eluded ' . Independence, Kan. kU.R) A three-state alert was sounded today for two heavily-armed jail escapees who successfully elud ed a posse after terrorizing a housewife and stealing her auto mobile ; The fugitives accosted Mrs. C. R. Haberly on her farm five miles " south of Independence late yesterday when she was re turning from ' visiting a neigh bor. i Police had spent Tuesday night combing the heavily wood ed, area southeast of Independ ence, where the pair, identified as Troy R. Brown, 45, of Bartles ville,' Okla., and Marvin Lee Smithr 27, of Coffeyville, Kan., had fled on foot. ' " The two. men next were heard of after their escape Tuesday night when they accosted Mrs. Haberly.' ' They demanded that she hand over the keys of her 1949 ' automobile, warning her that she would not be harmed if she followed instructions. -Give Threats The pair took a .22 automatic rifle and a .410 gauge pump shotgun from the home- and locked Mrs. Haberly in the farm smokehouse. As they left they warned the farmwoman: "You tell anyone about this and we'll return and kill you." Her husband freed the fright ened Mrs. Haberly when he re-turned-home about 5:30 p.m. The two men escaped the Montgomery county.- jail -Tuesday night by forcing a jailer at gun point to release them from the cell block. To remedy this situation and to facilitate the upstream passage, a concrete baffle will be instal led below the .turbine outlets directing the flow away from the-ladder entrance. A pool will be formed thus providing easy access to the ladder for the up stream migrants. Screens Not Feasible Although long a trouble spot for migratory fish, especially through losses of downstream migrants, it has not been feas ible in the past to screen- the power diversion because of the nature of the canal. The canal is built in solid rock, 80 feet wide and 8 feet deep, with a water flow far too great to successfully operate the standard rotary type screens found on other power and irri gation diversions. The cost of altering the canal to reduce the speed of water flow, either in depth or width, in addition to the great number of screens re quired, has been prohibitive. The new louvre type screen innovation, which operates suc cessfully on a more rapid flow of water,, made the screening possible without alteration and at a reasonable cost. All installations will be made by Ideal Cement company.' -.
