Morse (D-Ore.) said here that "There is an ex traordinary coincidence between the terms of the Federal Power Commission decision in the Hells Canyon case and action taken by the Idaho Power Company two yrs ago. The Commission 'just happened' to require the Com pany to build two dams; the Company 'just happened' to ap ply in August, 1953 for quick tax write-off certificates for two of the three dams for which it was seeking licenses; the two daftis in each case 'just hap pened' to be the same two dams. 1 refer to these curious facts," MSse said. Burglary Suspects Caught at Woodburn Salem (U.R) Two men wanted by Yakima, Wash., au thorities on charges of burglary were arrested at Woodburn, north of Salem Friday, the Mar ion county sheriff's office re ported. Deputies said Frank Montaz and Gregorio Luna tried to make a break for freedom when they spotted Yakima authorities and a Marion county deputy sheriff. The two were brought to the county pail here and later re leased to the officers from Yaki ma. A third man, whose name was not disclosed escaped and the search for him continued. If the Company had ac tually wanted to build this third project, it would have applied to ODM for subsidization at the expense of the Nation's taxpay ers, just as it did in the case of Brownlee and Oxbow. "If the Company expected that the terms of the license award for Little Hells Canyon would re quire construction without any it's and's and but's, Idaho Power would also have applied for a quick write-off. These Company and Commis sion actions fit so perfectly that it taxes the imagination to be lieve that they are coincidence. When the Interior Committee and Anti-Monopoly Subcommit tee of the Senate begin their hearings on the FPC handling of the Hells Canyon case I shall urge that this matter be given the closest and most searching inquiry." Four Men Admit Crimes in Oregon Spokane (U.R) Four men captured recently in northern Idaho have admitted a series of crimes in Washington, Idaho, Montana, Wyoming and Oregon, Deputy Prosecutor Joseph Rek ofke said Saturday. He said the four, headed by Jay Cline, listed for months by Spokane police as their "most wanted man" had confessed to car thefts, burglaries and safe crackings in the five states. Clfne is charged with grand larcency, burglary and being a fugitive from justice. Held with him in the Spokane County jail pending trial are his father, Lee, his brother, Leonard, and Gerald Oikle. For est Service reported the blaze was nearly under control late yesterday morning. The fire had burned over about 3,000 acres when it jumped the line Friday, and by Saturday had covered approximately 6,000 acres, forest service dispatcher Harold Herrin said. Threatening Call Reported by Woman Portland (U.R) Police Sat urday revealed that Mrs. Lizzie Sheppard, who has accused a Portland pastor of assaulting her and one of her children, received a threatening telephone call Fri day night. Mrs. Sheppard, a 28-year-old Negro woman who is expecting her fifth child, said she got quite a few phone calls Friday, most of them very sympathetic "except this- one." "When this man called he didn't give his name he told me to close up and get the hell out of town," the woman said. She didn't know who the caller was. Mrs. Sheppard has accused the Rev. Elbert D. Riddick, pastor of the Church of the Good Shepherd of attacking her and her five-year-old son, Charles, with a rake as they walked past his church Thursday. Riddick was arrested on an as sault and battery charge follow ing the alleged assault, and re leased later on his own recog nizance. More than 200 men from forest service and Bureau of Land Man agement fire crews, augmented by pick-up labor were working the blaze, located 15 miles north east of Burns. Herrin said the line was re established around the fire Sat urday morning, but there were so many "hot spots' 'it could not be considered under control. The fire was fed by sagebrush, grass, mahogany and juniper, but some stands of timber at its north end were blackened. The fire began on private and BLM land, but moved into the forest protective area of the Malheur National Forest The blaze was caused by a "dry electrical" storm, the forest service said. Senate Groups Set September Hearing On Hells Canyon Washington (U.R) Two Senate subcommittees have an nounced "coordinate hearings" next month on public and pri vate power programs. Sen. Joseph C. O'Mahoney, (D Wyo.), said the investigations will cover four major subjects: Hells Canyon Listed 1. The Hells Canyon contro versy, including the proposed federal construction of a hjgh dam on the Snake river. The Federal Power commission has issued licenses for construction by private utilities of three low dams on the same river. 2. Proposed merger of Puget Sound Light and Power comp any with the Washington Water Power company. Both are pri vate utilities in Washington state. 3. Past, present and planned Interior department policies on the power preference clause at federal hydroelectric plants. The clause gives public agencies, cooperatives, and other non-profit organziations priority in buy ing electricity. Partnership Program 4. The administration's "part nership" power program, includ ing its origin and aims. O'Mahoney said he had been designated acting chairman of the Anti-Monopoly subcommit tee of the Senate Judiciary com mittee, which he said is especial ly concerned with the Puget Sound merger. It involves a proxy fight. He said he would confer with Sen. Clinton P. An derson (D-N.M.), chairman of the Irrigation and Reclamation sub committee of the Senate Interior Committee, which is interested in the other topics, to work out details of the hearings which will begin Sept. 19.
