Neuberger Declares GOP
Determined To Destroy T.R.
Conservation Program in US
q VashingJon, D.C. Aug. (Spec
Tal) Conservation of natural
resources will be the principal
task confronting the American
people "during the remaining
lenure of this Republican na
tional administration." Senator
Richard L. Neuberger declared
today.O
The 42-year-old Oregon Demo
crat said it had become "alarm
ingly evident that President
Eisenhower, well - intentioned
man thot?h he is, has decided
not to restrain those who would
maraud what survives of the
public domain of the United
States.-
Neuberger charged that the
national administration was at
tempting to "turn back the re
source clock" to before the era
when Theodore Roosevelt and
Gifford Pinchot fought a long
battle to set aside the National
Forests.
Neuberger listed seven spe
cific counts against the adminis
tration in the field of natural
resources and conservation. They
were thiser
1. Great water-power sites like
Hells Canyon are being sur
rendered to private utility com
panies for piecemeal exploita
tion. 2. The administration has in
dorsed the breaching and im
pairment of the National Park
system 'with a reservoir at
Dinosaur National Monument.
&
3. The administration has im
periled the protection of our out
door reserves by encouraging
the cutting up of the Wichita
Mountain National Wildlife
Rei'uge for an artillery range.
4. The administration has in
dorsed legislation like the Hope
Aiken bill, which would jeopard
ize the use of our National For
ests for recreation by giving
private stockmen control over
upland meadows and grazing
l eserves.
5. The administration has in
dorsed legislation like the Ells
worth bill, which would permit
some of the country's biggest
timber operators to take over
choice forest acreage belonging
to the American public.
6. The administration has
given its blessing to dams on
the Salmon and Clearwater
Rivers, which would choke off
the greatest migratory fish runs
in the nation.
7. Career biologists In such
agencies as the U.S. Fish and
Wildlife Service have been re
placed with political appointees
as a result, long - standing
rules against illegal methods of
hunting have been relaxed.
Neuberger declared that "this
is a sorry record, a record which
would make the great conserva
tionists of history turn over in
their graves."

Drillers Strike
Artesian Well
Mr. and Mrs. C. W. Holmes,
route 1, box 412, Dark Hollow
rd.t reported today that well
drillers had struck an artesian
well on their property while
attempting to drill for water.
They drilled first about 160 feet
and found no water but in drill
ing again they struck the arte
sian supply down about 51 feet.
Shults Bros., contract well drill
ers, did the work.
The Holmes property is locat
ed about a mile in from the
Griffin Creek rd., and also about
a mile into the hollow from
South Stage rd.
As the Holmes have a chicken
farm and this year were particu
larly short of water, they were
especially grateful that an arte
sian well was located. To Mrs.
Holmes' knowledge no other
artesian springs have been lo
cated in that vicinity.
Cain Reprimanded
For Security Stand
Washington (U.R) Two high
administration officials repri
manded former Republican Sen.
Harry P. Cain last winter for his
attacks against the administra
tion's security program, it has
been learned.
An informed source told
United Press that Presidential
Assistant Sherman Adams sharp
ly rebuked Cain while Atty.
Gen. Herbert Brownell Jr.
"mildly criticized" him. One re
port said Adams gave Cain
"unshirted hell."
Cain, a former Washington
senator, is an Eisenhower ap
pointed member of the Subver
sive Activities Control Board
which decides which Communist
or Communist front groups must
register with the Attorney Gen
eral. While in the Senate he
was known as a conservative and
close friend of Sen. Joseph R.
McCarthy (R-Wis.)
But Cain startled the adminis
tration with a speech in Spokane
last January, followed by simi
lar ones later,, sharply criticiz
ing the security risk program.
A Heinous Thing
He has accused the adminis
tration of "unnecessarily de
stroying individuals" with the
program and has termed the At
torney General's list of some 300
subversive organizations "a hei
nous thing."
Cain has several more
speeches scheduled this summer
and fall on the loyalty program.

A source close to the former
Washington senator told United
Press of the "dressing down"
Cain received from Adams and
Brownell. But in answer to an
inquiry all Cain himself would
say was: "I am not presently in
disagreement with Mr. Adams
about anything. I hold Mr.
Adams in high regard. If we dif
fer about a particular program,
we act like everyone else."
Brownell declined comment.
Adams was not available for
comment.
The United Press was told
that Adams called Cain to the

speech and informed him he
