H. Baldock said yesterday that Oregon's road building program will be cut nearly in half next year because of rejections by Congress yester day of bills to help highway con struction. He said the Highway Commis sion had hoDed that Coneress would pass one of the federal aid bills. Either would have given Oregon enough money to build roads at the rate of about $50,- 000,000 a year for the next 10 to 13 years. Baldock said. The state has been spending an average of about 540,000,000 a year on road building, rights of way and parks since 1952. But the $72,000,000 highway bond fund which helped finance that construction is almost gone. Less Money to Spend With the $15,000,000 a year Income from state highway bonds expiring and no increased fed eral help in sight it appears Oregon wil have only about $25, 000,000 a year to spend on new roads and parks after this year, Baldock said. This figure, he said, includes about $12,800,000 a year in federal aid which was made available under a bill Con gress passed last year. Rest of the money comes from various state revenues, principally the gasoline tax. Level of federal aid established in the 1954 bill will last through June. 1957. Ben Chandler, chairman of the VT - -1 . mgnway commission, is on a trip to Europe and will be gone until November. A series of four radio amateur shows will be held on the Mid way stage and will be broadcast ed over radio station KUIN. Three winners from each broad cast, held Aug. 17, 18 and 19 at 7 p.m., will appear on the closing broadcast, Aug. 20. A total of $100 in cash awards will be given the top four contestants. Anyone interested, and a resi dent of Jackson, Josephine or Douglas county, may write sta tion KUIN, Frants Pass, for an entry blank. Ildika, 13, and Sarolto, 15. The archduke, natural heir to the non-existent Hungarian throne, died of heart attack followine an operation last Saturday morn ing in Buenos Aires. The prince was described as being in "re duced circumstances." NUSBAUM In the last article I said a self- employed farmer for social se curity purposes is a person who operates a farm either as owner. lessee, or renter. For social securitv mirnnses a share-farmer is considered a self- employed farmer. Bv "share- farmer" I mean a person who undertakes to Droduce a rrnn or livestock on another nerson's land, with the croD or its pro ceeds to be divided. To be self-emDloved. a share- farmer must have the responsi bility for the production of a crop during the growing season. His arrangement must be one whereby earnings from operat ing the land are a percentage share of the total earnings. Need Not Do All While a self-employed share farmer is one who enters into agreement to produce a crop or ' livestock on land belonging to someone else, it is not necessarv ! in all cases that he do every part of the job. The phrase "to pro-, duce a crop or livestock" does ' not mean that a share-cropper need assume full responsibility for paying the expenses or rais ing or harvesting the crop. As long as he has the resnnnsihil- ity of the land during the grow ing season, on a percentage or proceeds arrangement, he is self employed for social security purposes. 1 A farmer who arranges with someone to produce a crop or livestock on his land for a per-1 centage share of the total crops 1 produced does not get social se- j curity credit for that income, i His share of the crop is consid-! ered rental income and is ex cluded. Haunted Houses Real, Oxford Professor Says Oxford. England HI PI rw Henry Habberley Price, Oxford University's respected professor of logic, declared Thursday that ghost stories can be true and that there "really are haunted houses." Price, 55, who was visiting professor at Princeton in 1948, made the statement in a paper read at Oxford's conference of modern churchmen "There really are haunted houses although they are not so common as psychical, re searchers could wish," he said.
