Queen Eliza beth II oriened Britain's new Parliament today with a solemn pledge of her government! "close accord'' with the United States while "confidently looking forward to fruitful negotiations with the Soviet Union." Gray skies and a paralzing 12- dav-old railroad strike set the mood for the bleak air of auster ity which dimmed the traditional splendor of the first state, open ing of Parliament following last month's general elections. . Opening Date Advanced "My lords and members of the House of Commons," the young Queen began in her high, thin voice, "the grave situation cre ated by the interruption of the railway services has made it necessary to advance the date of the opening of Parliament. "I have proclaimed a state of emergency to enable my minis ters to take the steps needed to maintain supplies and services which are essential to the life of the community," she said. , Trimmed drastically in the emergency was much of the pub lie pageantry surrounding the opening of Parliament and the launching of Prime Minister Sir Anthony Eden's new govern ment. Rode in Limousine Instead of the brilliant state procession in a gold carriage, the sovereign and the Duke of Edin burgh rode to the houses of Parl iament in a closed black limou sine. The Queen's "speech from the throne," meticulously prepared in advance by Eden and his min isters, broadly embraced the for eign and domestic policies which the new government plans to follow. Capitalistic Mansion To House Soviet Delegation To UN Meeting Hillsborough, Calif. (U.R A 30-man delegation from Rus sia will be holed up in as about as capitalistic a mansion as you'd find anywhere during the forthcoming United Nations an niversary meeting in San Fran cisco. The Soviet diplomats contrary to their Communist philosophy, have rented a decidedly non proletarian $400,000 home in this exclusive, remote "million aire's suburb," 18 miles south of the city. They have agreed to pay own er Neal McNeil, a San Francisco used car dealer, S4000 for ,'the use of his sprawling, two-story Mediterranean style house for two weeks, utilities included. The mansion was built 27 years ago by the free-enterpris ing Spreckels family, which am assed a fortune in the sugar and dairy industries. McNeil, his wife and their three children, Neal II, 16, Marnea, 13, and Rog er, 11, have lived in it for the past four years. A big white sandstone struc ture with a rust slate Spanish roof, the house sits on a three acre estate and is kept complete' ly aloof from the other mansions in the neighborhood by a high ring of eucalyptus trees. Offer Security The McNeil place, which will house Soviet Foreign Minister Aitlee Reelected Labor Party Leader London (U.R) Socialist members of Parliament today unanimously reelected 72-year-old former Prime Minister Clem ent Attlee as leader of the Brit ish Labpr Party. Attlee's position as party head for the past 20 years was threat ened by the recent Socialist elec tion defeat. Left and right-wing extremists of the party blamed the deafeat on weak leadership and Attlee's failure to win party unity. But today, a meeting of nearly all the 277 Laborite members of Parliament formally .. expressed faith in the veteran labor party leader. . A resolution was adopted which said the meeting "express ed the unanimous wish of the party that he (Attlee) should con tinue in office." Indian Ambassador Arrives in Canada Ottawa (U.R) V. K. Krisb na Menon, Indian Prime Minis ter Jewharlal Nehru s roving ambassador arrived . in Canada today and said the tension in the cold war was easing. Menon went immediately up on his arrival here to the home of Indian High Commissioner Dr M. A. Rauf. Earlier he told reporters at treal that. "I'm not negotiating" and the Indian government does not consider itself a "mediator" in the cold war. "But on the whole there is a tendency for tension to get low er isn't there?" he asked. He will leave tomorrow for New York for a UN meeting in his capacity as India's chief UN delegate, and go to San Fran cisco later for the UN's 10th an niversary celebrations. V. M. Molotov and other top Russian officials, is ideal from a security standpoint, undoubt edly the main reason it was se lected. There is only one en trance, a long oval shaped drive way which leads to the front door, and the nearest street with any volume of traffic is a mile and a half away. An advance Soviet party head ed by Alexander Zinchuk of the Soviet embassy in Washington, decided on the McNeil home after' rejecting several smaller, less pretentious places in San Francisco. A tour of the rambling, 16 room house revealed a manner of living assiduously frowned on in the Soviet Union. Among the home's "decadent"' luxuries the Russian officials will enjoy are seven bathrooms, an adjoining three room cottage for servants, three car garage, 45 by 20 foot swimming pool and enough marble statuary to fill a mu seum. The two main living rooms, one on the first floor and one upstairs, are elegantly furnished with period antique pieces, ankle deep wall to wall carpets, and floor length drapes. In addition, Molotov will be able to use McNeil's oak paneled den as a conference room, but the Russian's diplomatic plan ning will be watched by a stern painting of the "prodigal son," by Esenstein which hangs over the fireplace. Doubtful Art Mrs. McNeil showed the house with obvious pride but she said she wasn't sure how the austere Communists would take some of the art work. In the foyer are two Italian Frescoes depicting the lush life of the Roman era. One shows a voluptuous bare bossomed young woman and the other de picts a Roman warrior drink ing from a huge silver wine cup. "That might be a little too rich for their blood," Mrs. Mc Neil said. Mrs. McNeil said she found Zinchuk and his aides "very pleasant people to deal with" and she had "no qualms" about turning the house over to the Russians for two weeks. She said she wasn't going to any extra trouble to get the house ready for the Red diplo mats except to "put away our personal things." "We were planning to take a vacation anyway," Mrs Mc Neil said. "This just means" we'll go a little earlier." Shortly after receiving the press, Mrs. McNeil said she would have to refuse to let any more news or cameramen into the house. She said "the Russians are protesting the publicity." Guatemalans in Exile Will Receive Amnesty Guatemala City, Guatemala (U.R) President Carlos Castillo Armas announced today that he would grant amnesty to a limit ed number of Guatemalans now living, in exile. Some 4,000 Guatemalans .fled wben the pro-Communist regime of former President Jacobo Ar-. benz was overthrown. Armas said many of the self-exiles have requested permission to return. He said the amnesty would be limited to refugees of "good conduct."
