mm Nevbry Sees Heavy Traffic in State During Week End Salem (U,RJ Secretary of State Earl T. Newbry today pre dicted the heaviest traffic of the year to date during the long Memorial weekend, which many Oregonians are starting this af ternoon. Cautioning motorists to "take it easy" on Memorial Day week end triDS Newbry said that nine persons died in Oregon traffic accidents during the Memorial Day week end last year, making it the worst summertime holiday of 1954 in traffic fatalities. May Excnd Last Year If the weather proves clear and sunny, Newbry said there is a strong chance that last years death toll will be equalled or exceeded. Safety men here urged all mo torists to maintain a "healthy respect" or the long straight highway where averages speeds are likely to be high. Unwary drivers tend to forget that the higher their speeds, the more dis tance it takes to bring a venicie to an emergency stop, they said. Nation-Wide Program The nation - wide " slow down and live" program is being offi cially launched in all 48 states this week end, Newbry said. The program, to continue through Labor Day, is an educational and enforcement effort aimed at traf fic violations associated with speed. Singled out for special atten tion will be the traffic boners of the driver with an "in a hurry" complex, such as cutting in, fol lowing too close, passing with in sufficient clearance and exces sive speed. Patterson Reveals List of Apoinf ments Salem (U.R) Dan Pierson of Hood River has been appointed as a member of the Columbia River Gorge Committee, the of fice of Gov. Paul L. Patterson said today. John C. Veatch of Portland was reappointed to the State Fish Commission. Other reappointments in cluded: A. C. Newell of Salem, to the State Civil Service Commission. Dr. Forrest L. I. Goddard of Salem, to the State Board of Chiropractic Examiners. George Russell of Vale and Verne Colvin of Imnaha, to the state livestock advisory commit tee, representing the. Oregon Cattle's Association. Roy J. Forman of Antelope, to the state soil conservation com mittee. I. R. Metzler of Beaverton was appointed to the Washington County Public Welfare Com mission, suceeding Dr. J. O. Robb, resigned. Jury Selection Starts In Ashland Slander Case Selection of a jury was under way in circuit court this morn ing in the case of Mrs. Barbara Helms Phelan, Ashland, vs. Lotte and Sarah Beswick, Valley View. Mrs. Phelan seeks $21,500 in the suit, which charges- the two defendants with slander. The case has been pending since Jan. 29, 1951, when the complaint was filed. William Briggs, Ashland is at torney for the plaintiff, and the Medford law firm of Roberts, Kellington and " Branchfield is counsel for the defendants. NO DEDUCTION Duluth, Minn. (U.R) M. R. Nelson of the Internal Revenue Service office was startled to find a deduction of $20 for "mice" on the return of a tax payer he was helping. Thornton said today that any application to dredge for gold in Oregon, tide lands is not governed by the general mining law but by spec ial provisions of Oregn law regu lating the removal of minerals from the shore of the Pacific highway. . Thornton wrote the opinion at request of the state land board and said that the shore of the Pacific has been declared to be a public highway. He said: "It should be pointed out how ever, that under the provisions of the law the state land board has the power to regulate the re moval of minerals by rule and regulation and the terms of the permit or licenses are prescrib ed by the board. "Accordingly, while the min ing laws are not applicable in this instance, the state land board may by rule or regulation adopt as much of the same as it considers in the interest of the state and otherwise to protect the Pacific shore as a declared public highway. In doing, the board also should impose such restrictions on the method of ex tracting the minerals as will pro tect the beach as a public high way." Attorney for Allen R. Stolte,' convicted of driving while drunk, alleged that a blood sam ple taken from Stolte at the time of his arrest by a private physician is the property of Stolte and cannot be used as evi dence against him. , The appeal also contends that sobriety tests are authorized by law only in counties of more than 200,000 population. Elmo Smith Raps Tax Referendum Salem (U.R) State Senate President Elmo Smith said today the tobacco industry was "irre sponsible" in filing a referen dum petition against the pro posed state cigarette tax. The industry, which claims it cannot afford to collect taxes for the state, yesterday filed prelim inary referral petitions against the tax within hours after Gov. Paul Patterson had signed the measure into law. Sen. Smith said the tobacco industry is making "an effort to avoid sharing Oregon's tax load." Robert A. Edith Green (D.-Ore.) introduced legis lation yesterday to assure wom en the same pay rates as men on jobs in interstate commerce. She told a news conference there are still "glaring and shocking examples of women re ceiving rates of pay far less than men for equivalent work. "This not only lowers the standards of pay for women, but by setting up women as unfair competitors to men, it under mines the pay standards of men, also," she said. The bill increases from $6, 000,000 to $10,000,000 the total authorized for the 10-year pro gram which started in 1953. The original program was to last only five years. The bill goes back to the House for action on changes made by the Senate. Crane, secretary of the AFL Barbers union, said a mail ballot would be taken on whether to up prices from $1.25. He said "barbers are not mak ing any money at these prices." Crane added that Grants Pass and Roseburg barbers upped prices to $1.50 May 1 and Coos Bay and Klamath Falls have had the higher price for more than a year.
