Role as Refugee Center
Hong Kong (U.R) Hong Kong
has reconciled itself to its role
as haven for hundreds of thou
sands of refugees from Com
munism. As a result, the housing of
these penniless Chinese has been
put on an emergency basis, with
roughly $3,400,000 earmarked
for the 1955-56 fiscal year to
build homes for them.
The present situation is not
pretty. Hundreds of thousands of
refugees, who fled China in 1949
when the Communists took over,
live in filth and squalor that any
observer would find deplorable.
They live in patchwork huts
with no plumbing or sewage fa-

But Hong Kong's population in
1941 was around 800,000. T6day,
it is estimated at close to 3,000,
000. And the increase is almost
entirely due to the flight of Communist-hating
Chinese to this
British colony.
The teeming squatter areas
pose huge problems and dangers.
Hardly a month goes by that
there are not several squatter
villages destroyed by fire. The
squatter areas are infested with
disease.
To combat this, the Hong Kong
government, in its 1955-56 bud
get, has allotted approximately
$3,400,000 for housing and reset
tlement of refugee -squatters.
This represents about 4V4 per
cent of the budget.

housing will be a problem for
many years yet although reset
tlement is well on the way to so
lution. During 1954, the popula
tion in the resettlement areas al
most trebled.
About 120,000 former squat
ters have now been re-housed
and are living in resettlement
areas, he said.
Additional accommodations for
over 20,000 persons are under
construction, so it can be said
that the squatter problem is
about half solved, he said.
The object of these operations.
he explained, "is to remove, in
the interest of the community as
a whole, the fire risk and, the
threat to public health, and, at
the same time, to free for proper
development, such as low-cost
housing projects and schools, the
large areas of valuable land still
occupied by squatters.
