Program Aimed at
Frontier Smuggling
Buffalo, N. Y. (U.FD A joint
education program aimed at
curbing smuggling and illegal
alien traffic along the Niagara
frontier is planned by Canadian
and American authorities.
Target of the project will be
owners of pleasure boats that
ply between the United States
and Canada across Lakes Erie
and Ontario and the Niagara
River. Under present plans, rep
resentatives of both countries
will speak at yachting and boat
clubs to explain laws governing
such craft.
Customs Collector Harold R.
Backer pointed out that all ves
sels under five net tons carrying
baggage and merchandise and ar
riving from Canada through in
land waters are required to re
port to customs under penalty
of a $200 fine. Commercial craft
of five net tons or more must
report to the collector within 24
hours of their arrival and make
formal entry within 48 hours,
Becker said.
The program was mapped
after a survey of potentially dan
gerous loopholes in border en
forcement made last fall by the
U. S. Bureau of Customs and
other federal agencies.

does the driver of the year do on
his day off? He takes his family
tor a spin.
At least
that's what
Floyd J. Pem
berton of De
troit does. He's
driver of the
year winner
of the Ameri
can Trucking
Associati o n ' s
coveted award.
. "After a
long ride,"
Herman Nichols
Floyd said, "It's nice to get out
of the cab of a heavy truck and
take Bonnie, my wife, and Floyd
Jr., he's 13, Harold, who's 11,
and baby Mike for a whirl
around Redford Township (in the
Detroit area). They all like to
ride, too."
The curly haired Floyd, sen
ior, is half an inch shy of six
feet and weighs 185 pounds. He
is slim, and trim and you
wouldn't want to trade swats
with him in an alley.
"Truck drivers aren't really
so tough," he told me. "But they
have to be when the occasion de
mands. Commonly we try to be
as polite in tne lunch stops as we
are on the road. If a man keeps
his nose clean he doesn't have to
get up his dukes."

wounded in the landings at Sai
pan and Okinawa and has a Pur

Pemberton has an almost per
fect driving record with the Com
mercial Carriers, Inc., a Detroit
haulaway company. Away he
went for half a million miles in
nine years and only had one mi
nor scrape. And that wasn't his
fault. Some clown bumped into
the back of his truck and knick
ed it a little. The damage was
only $65 and it didn't come out
of our lad's take home.
He became a hero when he
saved two ladies. Hardly any
body knew about the incident
until a couple of weeks later
when Floyd submitted a routine
report. He had, it turned out,
witnessed an accident in which a
car caught fire. He grabbed his
fire extinguished, doused the
flames and gave first aid to the
victims and then called help to
get the women to a hospital.

Floyd perhaps is the typical
safe driver at his age. The back

the Smithsonion Institution.

born sculptor, made the 15-foot-high,
22-ton statue in 1843 in
Italy. Since then, the statue has
moved, froni the Capitol's rotun
da to its east front and finally to
a dark corner of the graphic arts
room at the Smithsonian..
The institution is lighting the
statue's alcove and painting the

Mike is a little over four
months old. .
"But," according to his pop,
"he rattles his rattle right hand
ed. Maybe we got a pitcher in
the making." ' .
