TWELVE MEDFORD (OREGON) MAIL TRIBUNE Thursday, April 14. 1955 Supreme Court Urged To Guard Against Delay in Segregation Washington (U.R) Eisenhower administration urg ed the Supreme Court today to guard against any efforts by southern states to stall indefin itely on a program of mixing the races in public schools. "There can be no justification anywhere for failure to make an immediate and substantial start toward desegregation," U. S. Solicitor General Simon E. Sobeloff said. He submitted a five-point plan for ending bi-racial public schools, as the high court con cluded its hearings on putting its anti-segregation order into effect. The court ordered the hearings when it ruled last May that it is unconstitutional to have separate school systems based on race. Moderate But Firm The government's "modera tion with firmness' plan is a middle course between the programs suggested by the Ne gro parties and those of the states. In a brief filed with the court the administration proposed that: 1. The segregation cases to be sent back to lower courts with directions to carry out integra- The tion "as rapidly as the particu lar circumstances p e r m i t." School authorities must then submit a plan within 90 days for ending segregation "as soon as feasible." 2. If the plan is not satisfac tory, the court should direct that Negro children be admitted to non-segregated schools by the beginning of the next school term. 3. After a plan is offered, the lower court shall hold a hear ing and fix the earliest practi cable date for completion. 4. Periodic progress reports must be made. The court may issue orders against unneces sary delay. 5. The Supreme Court shall keep jurisdiction and be sup plied information on how inte gration is being carried out. Sobeloff told the court late Wednesday that the government does not agree that integrated schools should be ordered im mediately as attorneys for Negro groups have urged. Nor does it go along with the arguments of southern states that unlimited time will be needed, he said. The high court should toler ate no delay except for a good French Premier Calls For Big Three Talks Paris (U.R) Premier Ed gar Faure called in the U. S and British envoys today to press preparations for a meeting of Big Three foreign ministers next month and "an eventual Big Four conference" with Rus sia. Faure, appearing more eager than either the United States or Britain for speed in arranging a meeting with Russia, was pressing for it in. July, if pos sible. To urge Western preparations for such a conference, he con ferred with U. S. Ambassador C. Douglas Dillon and British Charge d' Affaires D. P. Reilly. Chamber, Health Office Warn of High-Priced Septic Tank Cleaning Operations Cub Scouts The Cub Scout boys of Den 8, Pack 40, Central Point, made a tour of the Eik Lumber com pany last Monday afternoon. "Racial segregation affects the hearts and minds of those who segregate as well as those who are segregated, and it is also detrimental to the community and the nation," he added. The county health department and the Jackson County Cham ber of Commerce today joined in warning county residents about those who claim to offer cheap septic tank cleaning serv ice, and then charge prices far higher than those of local opera tors. The chamber said numerous complaints have been received in recent years about septic tank operators from outside the state who charge exorbitant fees, then dump the material in un authorized locations, adding to the county's growing health problem. Advice Given To prevent paying high prices, the chamber advises residents to ask to see permits issued by the county health department for septic tank cleaning and to call a local firm to compare prices. The permits are issued to cleaners who have lived in the county 90 days, who have certain type pumping equipment, who have agreed to prescribed areas for dumping and who have prices which conform to those of local operators. The chamber said the usual approach of traveling operators is a "free inspection" of the sap tic tank, which the cleaner re ports needs cleaning. The cus tomer learns the charge is only four-and-a-half cents per pound for cleaning. Some operator's list a price by the ton, for exam ple $40 a ton. Cestt Compared However, the chamber warn ed, a good home septic tank will held about 500 gallons, and may contain as much as 4,000 pounds of material. Thus at 4V4 cents per pound, the charge would be $180. The chamber pointed out the average cost of cleaning tanks by local operators is about $20 to $30. The health department said traveling operators usually dump the material in unauthor ized locations within the county as quickly as possible in order to solicit another customer. This adds to the growing health problem, the department said. In some cases, the chamber said, residents object to a high price like $180, and the operator vill reduce the price on condition the customer not tell anyone. Both the chamber and health department pointed out there is no law prohibiting charges the customer is willing to pay, but asked residents of the county to notify the chamber if cases of operators charging high fees ara known. Ike Orders Fair Vaccine Distribution Augusta, Ga. (U.R) Pres ident Eisenhower today directed an immediate federal study to assure fair distribution of the Salk polio vaccine to all sections of the country and segments of the population. The President directed Mrs. Oveta Culp Hobby, secretary of Health, Education and Welfare, to make the survey, then report back to him on the best ways and means of assuring "that every section of the nation re ceives a fair proportional share of the vaccine.'.' The accent for the time being will be on voluntary methods of assuring fair distribution. White House Press Secretary James C. Hagerty did not know what steps might be taken along non-voluntary lines should such a plan become necessary. Caldwell Youth Killed In Truck-Trailer Wreck Ontario, Ore. (U.R) Richard Solomon, 19, Caldwell, Ida., died here yesterday of injuries suf fered when his truck and trailer w;ent out of control, raced a half mile downhill and plowed into a bank. Parcel Post Package Returns Stolen Money Oswego, Ore. (U.R) The Oswego Food Center today had back all but $53 of $1140 re ported taken Saturday evening but Police Chief Carol Hansen said the case was still unsolved. Hansen said the money was taken from an open safe. Yes terday, a parcel post package came in the mail containing $1087. "This looks to be a part of the money that was taken," Han sen said. "We don't know who sent it back." He said the pack age was from Portland but had no return address.
