    Consideration of Tvjo-China
Ex-Troubleshooter
Would Recognize
Communist Claim
Washington (U.FO Arthur
Dean, a former Eisenhower ad
ministration troubleshooter, has
suggested that the United States
consider a "two China" policy.
It would give diplomatic re
cognition to Communist China
and, at the same time, maintain
that Nationalist China has a
valid and permanent title to
Formosa.
Such consideration would be
contingent on a guaranted cease
fire between Communist and Na
tionalist China.
The policy also would consider
admission of Red China to the
United Nations if this could be
done without appeasement and
on some "effective basis for a
lasting peace."
Dean also commented on a
possible all-out war between the
two Chinese governments. He
said Nationalist China could not
invade the mainland without
"very sizeable and continuing
American military s u p p o r t."
This aid, he added, could set off
a total war in which the United
States itself would risk under
going a "havoc-wreaking" nu
clearl weapons attack delivered
either by Soviet Russia or by
Red China using Russian nu
clear weapons.
On the other hand, a stale
mate war "would be a clear in
vitation" for the Reds "to invade
the militarily weak and econo
mically rich countries of South
east Asia, stymie India, break
the Korea armistice, attack Ja
pan and threaten her with
annihilation If she permitted us
to use our bases there to launch
attacks."
Britain Payors View
Dean's views on China policy,
outlined in the current issue of
Foreign Affairs, a private quar
terly magazine, have created
considerable discussion in offi
cial quarters. Dean is a former
law partner of Secretary of
State John Foster Dulles in the
New York firm of Sullivan and
Cromwell. He represented the
United States and 16 other U.N.
Allies In 1953-54 in negotiations
on Korean political problems.
Dean has not had any official con
nection with the administration,
however, for almost a year.
Britain has supported the
"'two China" approach to the Far
Eastern crisis. The Eisenhower
administration has steered clear
of direct public comment on the
issue, resting its support on the
Nationalist government of Gen
eralissimo Chiang Kai-shek. Chi
ang's government has rejected
the idea of two Chinas.
Dean flatly rejected alterna
tive proposals to abandon For
mosa to the Chinese Reds or to
ignore Red China as an "out
law."

Labor turmoil eased today as
33,000 CIO rubber workers end

brightened for the settlement of
a crippling rail walkout.
But the refusal of 725 AFL

forced thousands of Easter holi

And negotiations between Gen

Meanwhile, alleged vandalism

Note a disparaging reference
to the "slums of Brooklyn" by a
Paris journalist. Paris has its
slums, too. These are sections so
sordid they would "not be per
mitted to exist in any American
city. For example over 180,000
Parisians live in buildings so
ancient and inadequate for liv
ing purposes that they have no
running water, no gas, no elec
tricity, no toilets.
Asking
Queries from clients. Q. Who
is the richest man in the world,
the Nizam of Hyderabad or Aga
Khan? A. The richest man in the
world is Haralson Lafayette
Hunt of Dallas, Tex., U.S.A. He's
an oil billionaire and every day
is getting richer in every way.
Q. Where in New York City can
a man get some real good Irish
stew? A. At Cavanagh's on West
23rd st. and Dinty Moore s on
West 46th st. the Irish stew is
superb. Q. You mentioned the
Smith clan of Scotland. A neigh
bor of mine named MacLeod
says there is no such clan in
Scotland. A. For a man named
MacLeod to be so ignorant of
Scottish history is shameful.
There certainly is a Smith clan
in Scotland and its tartan is blue
and green with a check of red
and yellow.
Other Side
What will happen to the Unit
ed States in the event of an air
attack is much discussed. Tlie
subject of what will happen to
the nation whose forces launch
an air attack on this country
seems neglected. Sufficient to
say that by way of preparation
for retaliation in the event of an
air attack on this fair land of
ours, the United States has air
bases all over the world. Any
enemy nation attacking the
U.S.A. would really be flirting
with dynamite. It would be in
danger of being wiped off the
map in a matter of hours.

Rubber Co. reached a contract
agreement. The strikers started
to go back to wont on the mid
night shift Thursday night.
The strike had affected 19
U.S. Rubber plants throughout
the nation and had put a crimp
in General Motors' tire supplies.
Although the employees went
out March 31 on a "no contract,
no w.ork" basis, the main issue
in the dispute was vacation.
Terms of the contract, subject to
ratification by unions members,
were not announced.
In Washington, federal media

The marathon talks started

a plan under which senior girls

The plan, worked out in co

chamber to get many routine

Duties to be performed by the

filing, and others.
At the end of each week, Don
