The Senate Thursday passed four measures of the so-called tax package rec ommended by the legislative in terim tax study committee and already approved by the House. They related to the appraisal of timber and timberlands, ap praisal of industrial properties, agreements between the various county assessors and the state tax commission, and assessment of, personal property on an op tion by the owner on an annual or monthly average basis. The key to the package, House bill 40 which defines true cash value as the market value on the assessment date, still is in the Senate Committee on Assessment and Taxation headed by Sen. Rudie Wilhelm (R-Portland.) r Former Slave Observes 109th Birthday Today Leavenworth, Kan. (U.R) A former slave, John Shaffer, who is 109 years old today, at tributes his long life to "living by the Bible." The aged Negro, a resident of the county hospital for the aged, said, "If you live right, you will die right." Shaffer was born in slavery in Richmond, Va., April 1, 1846. He was sold at the age of five to another owner and did not see his mother again for 25 years. One of life's biggest thrills, Shaffer said, was shaking the hand of President Abraham Lincoln when - he was a presi dential candidate on a campaign tour. Although blind, Shaffer is in good physical condition. His only bad habit, he said, is pipe smoking, which he has been doing for 90 years.
