TWELVE MEDFORD (OREGON) MAIL TRIBUNE Tuesday, March 29, 1955 Misunderstanding On Intent of Bill Leads to Referral By WILLIAM WARREN ' United Press Correspondent Salem (U.R) A measure to jive justices of the peace the power to suspend all or part of sentence prescribed by law went from the Senate Highway com mittee late yesterday to the ju diciary committee. The impression, since the measure was referred to the highway committee, was that the intent of the law was to enable justices of the peace to suspend part of the fines spelled out by law for overloading log ging trucks. The fines graduate as the overloads graduate. Engineer Opposes R. H. Baldock, state highway engineer, appeared in opposi tion to the measure. He said the Imposition of prescribed fines had lessened the percentage of violations of overloading, and so had lessened the wear and tear on the highways. He said since the fines were spelld out in the 1951 Legislature, violations had decreased. A motion was made and sec onded to table the , House-approved bill as Rep. Loran L. Stewart (R-Cottage Grove), its sponsor walked into the room. He explained his late appearance by saying that the House had just concluded its session after discussing meaures brought out by the House Tax Committee of which Stewart is chairman. Msant For District Courts The motion was withdrawn so that Stewart could present his case. Then It turned out the mea sure, as Stewart put it, "had never been intended to be a log deal." He said he had introduced the bill at request of the Oregon Dis trict Courts association, and it was primarily intended to apply to district courts. But the, dis trict courts got left off some where along the route, and the measure as it reads would apply only to justices courts. Sen. Charles ,W. Bingner (R LaGrande) wanted to know, then, why the bill had been re ferred to the committee on high ways instead of judiciary. Sen. Monroe Sweetland moved that President Elmo E. Smith (R John Day) be asked to re-refer the measure to the committee on judiciary, and if he agrees that will be its next gauntlet. The move to refer brought smiles from the audience and from the committee, because of the double-trouble four senators found themselves in for. On the judiciary committee are these attorney - senators who also are on highways and all at the meeting: Warren Gill (R Lebanon) chairman of judiciary; Carl Francis (R-Dayton), Phil Lowery (R-Medford) and Warren McMinimee (R - Tillamook), chairman of the Senate Highway Committee. Two Men Killed When Small Bridge Falls Prineville (U.R) Two men were fatally injured yester day just outside the city limits here when part of a bridge abut ment on which they were work ing fell on them. Charles Batson, 48, of the Portland-Beaverton area died in the ambulance, Robert Watson, 40, Prineville, died several hours later at a local hospital. Bridge workmen said they had struck quicksand just before the cave-in. The two victims were working beneath the structure when it fell. The bridge crosses Ochoco Creek just outside of Prine ville. New $7,000,000 Freeway Dedication Thursday Vancouver, Wash. (U.R) Vancouver will unveil its new $7,000,000, freeway Thursday with a 19-gun salute in the pres ence of Gov. Arthur B. Langiie and state officials. The dedication will be held at the Camas overpass on the ; Washington side of the Inter- i state bridge following a noon j luncheon. . I Gov.
