Measures in Oregon Legislature Salem (U.R) Democrats charged that Republicans were trying to manipulate election laws while they are in power in the course of a hearing before the House Elections Committee headed by Rep. Howard Morgan, Democratic state chairman, said Democrats don't oppose the proposal to re quire signatures on the books for voting purposes. But they do oppose the meas ure affecting residency require ments. Morgan said Democrats, who draw their strength from industrial areas, particularly Multnomah county, change their residency more frequently than Republicans, and the bill af fecting residency requirements is essentially a partisan bill. Salem (U.R) A $3,000,000 appropriation bill that would have started construction of the first unit of the Portland Men tal hospital has been tabled by the Joint Ways and Means Com mittee by a vote of 8 to 6. Gene Brown (R-Grants Pass), who headed the opposi tion to the bill, denied that the voters had approved an expendi ture for the institution. He said they had approved it if and when the money was available and he declared "we don't have the $3,000,000." Salem (U.R) A bill provid ing for a tax of one-and-half cents per pack of 10 cigarettes has been introduced in the House by the committee on taxation. The bill will be referred back to the taxation committee for further study. The cigarette tax idea has been threatened with referral to the voters by several groups appearing before the tax ation committee and some mem bers said they would prefer a revenue measure not so likely to be overturned at the polls. Voters have repeatedly defeated cigarette tax measures on the ballot. Although the bill reads IV2 cents a pack of 10 it actually in effect means 3-cent tax on a package of 20 cigarettes, as few if any brands any longer comes in packs of 10 as they did in earlier years. Salem (U.R) State em ployees would be rewarded for making suggestions to improve the efficiency and service of their departments under terms of a bill passed by the Senate and sent to the House. The measure would establish an employee suggestions awards board made up of three state officers or employees appointed by the governor. They would serve without pay but would get their expenses. i Salem U.R) Rep. Jean jLewis (D-Portland) has intro duced a bill in the House' that .would provide for an automatic appeal to the Supreme Court of the state whenever , a death sen tence is pronounced by a Circuit Court. Mrs. Lewis bill sets up pro cedural arrangements governing review of the sentences by the high court. Salem (U.R) The House Committee has approved for in troduction yesterday a bill by Rep. William A. Grenfell (D Portland) to give legislators a raise in pay based on the cost of living index. Legislators now receive $600 a year. Under Grenfell's system they would get $1764 yearly, based on the first 100 days of a session and $11.43 a day after that. The lawmakers would receive mileage for four round-trips home. (U.R) Mrs. Dolores Camp, who was en route to visit her husband in prison at McNeil Island, Wash., federal penitentiary, was killed and an other woman was critically in jured in an auto accident near here Monday.
