TWO MEDFORD (OREGON) MAIL TRIBUNE Friday, March 18, 1953 Measures in Oregon Legislature Salem (U.R) A letter has been dropped in the mails, ad dressed to the Joint Ways and Means Committee from the House Taxation Committee. It urged the budget-making body of both Houses of the Legisla ture to make no cuts in funds for the property re-appraisal program. The letter pointed out that if any portion of the tax program now being hammered into shape by the taxation committee should be delayed or rejected by referendum action of the people, state finances would automatically fall back on a state property tax. For that rea son, the letter said, the re-appraisal program would be doubly important to assure full and equitable taxation in all 36 counties in Oregon. The committee also consid ered a bill that would increase by one-half per cent the tax on insurance premiums. There was opposition to the measure from insurance firms who said the in crease might discourage invest ments in insurance by Oregon ians. Rep. Walter Pearson (D-Port-land), who is an insurance man himself, told the committee that domestic insurance companies in Oregon now pay no taxes whatever to the state. Witnesses from insurance companies said they considered the premium tax a tax on character since it applied only to persons with character enough to tax them selves for future protection of their families. a tax program is a step closer to realization as the House turned down by a vote of 34 to 26 an at tempt to kill Senate joint resolu tion 4. That measure would submit to the voters the proposition that the Legislature be allowed to put the emergency clause on tax measures so they could go into effect immediately. The state constitution now bans emergency clauses on tax measures so that they cannot go into effect for 90 days after the end of the Legislature. Salem (U.R) A bill to re strict fishing derbies as waste ful of Oregon's fish resources has received the support of 34 members of the house of representatives. Salem (U.R) No action came out of a Senate Commerce and Utilities Committee hearing on a proposal to give the public utilities commissioner power over lowering intrastate freight rates but the committee said a final decision probably would be reached next week. A discussion of the proposed bill showed that a majority of the committee opposes the meas ures. The bill, sponsored by Sen. Lowell Steen (R - Milton - Free water), is supported by barge and truck operators. It is op posed by the railroads. Salem U.R) More power for the state legislature in drafting Baker Deer Dead Believed Lighter Than Reported Portland OJ.R) A district agent for the State Game Com mission has reported that "no evidence" was found to indicate that loss of deer by starvation in the Keating area of Baker county was as high as had been indicated. Karl Morton, district agent at Baker, told the commission that eight of nine major draws on the north side of the Powder river had been walked to, or close to, their heads. He found 38 dead fawns and seven dead adults. Sixty dead deer were observed from the highway, including 43 placed in one pile by sportsmen. Morton said that "obviously not all carcasses were located, but no evidence was found to indicate that losses in that area have reached the rumored figure of 400 to 500, nor to bear out an additional rumor that big bucks have died in great numbers away from the highway." He said only four dead adult bucks were seen in the side draws. The commission said it would sponsor a public inspection of the Keating deer winter range on the week end of April 2-3. The vote came on an attempt to substitute an adverse minori ty report from the House com mittee on fish and game. A ma jority of the committee sup ported the bill. Rep. Robert Klemsen (D-St. Helens) said the committee had been given no evidence that derbies had any damaging ef fect on fish supplies. He said the State Game Commission had recently doubled the bag limits on game fish and he asked the House if that looked as though the fish resources of the state were being depleted by fish derbies. Salem U.R) A proposed House Taxation Committee pack age of revenue measures will be explained to members of the House March 25, Rep. Loran L. Stewart (R-Cottage Grove), chair man, said today. At present the revenue pro gram does not include a sales tax. Salem U.R) A bill raising the minimum salaries which teachers may be paid in Oregon has been passed by the House with 16 no votes. The measure had already passed the Senate. The new minimums estab lished by the bill were S3000 for teachers with a certificate but no college degree; S3500 for teachers with a bachelor's de gree, and $3600 for teachers with a master's degree. Coos Bay Duo Free Of Housing Charges Portland (U.R) Orval Vo gan, 59, of Salem, and his son, James O. Vogan, 31, Coos Bay, were found innocent yesterday of violating Federal Housing Administration regulations. A third man similarly charged, Mark Warrenfelt, 40, Harris burg, Ore., was found guilty by a federal court jury and held in lieu of $1000 bail pending pre sentence investigation. The 87-year-old woman died Wednesday night at the Alameda Hospital following a short ill ness. She was a resident of the San Francisco Bay Area for 60 years. Horace, who signed off his broadcasts for a quarter of a century with an affectionate "Good night, Mother," flew here for the services.
