PWpissssssisisssB if Questions Editor's note: This is the second of five special articles written by the top revenue official to help tax pavers make out their federal re turns. This one takes tip various questions about exemptions. By T. COLEMAN ANDREWS Commissioner Internal Revenue Written for United Press Washington U.R) T h e new tax law has raised a number of a.uestionings on deductions a taxpayer may make from his income tax for his wife and de pendents. A survey of Internal Revenue Service offices indocates these three questions are the favor ites: May I claim exemption for a dependent who earns money of his own? How about my wife, if she earns money? May I cliam extra exemptions for dependents who are aged or blinds? Each individual taxpayer is entitled to at least one $600 ex emption, for himself (or herself). An additional $600 exemption is allowed if the taxpayer is blind. The rules on exemption . al lowances for a spouse (husband or wife) are different from those for a dependent (a near rela tive or a member ol your house hold). Joint Return Clarified If a husband and wife file a joint return, they may claim both of their $600 personal ex emptions, or a total of $1,200. Each may also add exemptions for age or blindness if he or she qualifies, up to a total of $3,600 in exemptions for the couple. The courts say you be come a year older on the day before your birthday, so if your 65th birthday was on Jan. 1, 1955, you may legally claim to have been 65 on Dec. 31, 1954. If a husband files a separate tax return, he may claim his wife's exemption only if she had no income and was not sup ported by another taxpayer such as her father. If she had income and files a separate return, she claims her own exemption and her husband must not claim it. Nor can she claim his, of course. The status of your marriage on the last day of the year is the determining factor for ex emption purposes. If you were man and wife on Dec. 31, you are considered to have been . This and That W. , NICHOLS Feature Writer managed to borrow or rent uni forms that look just like those worn by district police. They said their lady folks stitch patches on their sleeves which say Pan-American Union.- They do not, however, carry guns. As a matter of fact, the Cubans are night switchboard operators. If they need a cop, they, have to call one. An 18-year-old kid was bar reling along a suburban street and shouted a challenge to another driver to race with him. The other fellow took the chal lenge and finally won. The win ner was James S. Branton, a Prince George county (Md.) policeman. He charged the lad with speeding at 80 miles an hour. - The United Mine Workers Journal tells about, two Scots men who were playihg golf on a hot day. One of the Scots suf fered an apoplectic stroke. The other counted it against him on the scoreboard. Things must be dull in the coal digging business. Rep. Coya Knutson, a Demo cratic freshman from Minnesota, reports that the school kid popu lation in her district has far out grown the schoolroom space with no relief in sight "Things are so bad, Mrs. Knutson says, "that school au thorities shiver when they see a couple holding hands." Rep. Robert D. Harrison (R Neb.) observes in his news let ter that some enterprising his torian once figured out that be tween 1496 BC and 1861 AD there were only 227 yean of peace. The remaining 3130 years were frightful spent in war. The ratio of war yean to peace is over 14 to 1. "We haven't done much to im prove on that record in the last century," the gentleman from Nebraska says. " McKay Says Alaska Wealthiest Region Washington (U.R) Alaska still is "the largest and richest undeveloped area of the nation" in spite of all the wealth that has been produced from its fish eries, mines, furs and forests, Interior Secretary Douglas Mc Kay said today. Problems involving commer cial fishing, land management, industrial and defense develop ment are being "attacked on all fronts," McKay said, to speed economic development of the territory. McKay said efforts are being made to permit more land to pass into non-federal owner ship, restore the pink salmon runs in territorial waters and improve government operations affecting Alaska. Answered married all year. The same rule applies if you were divorced or legally separated as of Dec. 31 you are single for the en tire year for income tax pur poses. New Rules Outlined There are new rules on the tax liability of a husband or wife whose spouse died during the year, or during the two pre ceding years. I shall describe them later in this article. Dependents are not the same as spouses. They never count for more than one exception apiece on your tax return. One dependent equals no more than one exemption for you. Age and vision affect the exemptions of spouses but make no difference in the case of dependents. Question: May I claim two ex emptions (two times $600; or $1,200) for supporting my moth er, who is 70? Answer: No, just one. For a person to qualify as your dependent, you must pro vide more than half of his or her support (except in a situa tion where several people sup port one person but no one pro vides more than half the sup port, which is explained in the third paragraph below.) The de pendent must be closely related to you, or be a member of your household living in your home. IHnalblbrSiirdl DBiraDs.
