Its spokesmen report that im ports and retail sales are up. Arthur Winslow, of the Amer ican National Retail Jewelers' Association, estimated retail sales in 1954 were one per cent higher than 1953, both good years. Tax Difference Latest figures from the Dia mond Manufacturers and Im porters Association of America show that both the rough and the ready-to-use diamond im ports are higher in 1954 than 1953. Individual jewelers say their sales have increased much more than the one per cent rise na tionally partly because there is more money floating around and partly because the govern ment cut the excise tax from 20 to 10 percent. "A $2,000 tax saving on a $20,000 diamond bracelet makes a difference," said William T. Lusk, executive vice-president of Tiffany's. Van Cleff and Arpels. a Fifth Avenue neighbor of Tiffany's. still is amazed at the speed with which customers recently snapped up more than $500,000 worth of historic emeralds. The company removed and re set in various pieces the fabu lous emeralds from a diamond and emerald tiara Napoleon pre sented to his second wife, Marie- Lcuise of Austria. A one-page picture story on the re-setting appeared in a national magazine. Emerald Sale " - ''In 24 hours, we were sold out of the emeralds," said Fred Vermont, the firm's secretary. "And we are still flooded with orders . . . letters and telegrams from all over the country." "Stock market fever reflects in our sales," said Oliver Ostier, a veteran jeweler. "The more they invest, the more we sell." Other jewelers said they didn't bother to check the source of their customers money they didn't care whether it came from a stock market killing, an oil well or a uranium boom. All that matters is that men spend it on gems, for their wives or sweethearts. "Jewels are an investment in security," said Vermont. "A mink coat deteriorates, jewels keep their value." Ostier . pointed out that all these jokes about pawning the family jeweis aren't so funny. "Many a family bailed out after the 1929 crash," he said, "because they'd invested in jewels as well as stocks and bonds."
