KCUSSES-y' I BREAK ON 'EMTOO ') 1 Measures in Oregon Legislature Salem (U.R) An expected floor battle over the people's right to vote on tax measures before they go into effect was delayed here when Rep. C. Al len Tom (R-Rufus) moved suc cessfully to send Senate joint resolution 4 back to the House Taxation Committee. The Senate had passed the resolution to remove the ban against putting the emergency clause on revenue raising measures. If passed by both houses and signed by the gov ernor, the measure would still have to be voted on by the peo ple. Rep Tom in making his move said he had not been present when the committee took its split vote on the resolution and he wanted more time to study it. Rep. Loran L. Stewart (R- Cottage Grove), chairman of the Taxation Committee, announced for the second time he was ready to submit the committee's taxa tion package to the members. It was placed on special order of business for Friday morning. The package, which would re vise Oregon's tax structure in the property tax and assess ment field, as recommended by the Tax Interim Committee, was placed for third reading more than a week ago. But it was call ed back when Stewart's commit tee was unable to agree on the wording of a definition of true cash value in the first bill of the eight-bill package. Salem (U.R) The Senate has passed a House-approved meas ure to wind up the affairs of the Milk Marketing Administration which went out of existence when the voters repealed the milk marketing control act last November. Sen. John P. Hounsell explain ed that $134,000 remains in the general fund credited to the milk marketing account. Disposi tion of these funds will be made by subsequent legislation. The Senate also passed s House-anproved bill which Sen, Gene Brown (R-Grants Pass) said was designed to make "hon est men" of the higher educa tion admistrators. Attorney Gen eral Robert Y. Thornton recent ly ruled that acceptance of do nations and gifts for specified purposes at the institutions of higher learning was not legal procedure. The measure will make such practice legal. Salem 'U.R) Rep. Henry H. DeArmond (R-Bend) says a com promise bill on creation of a water resources board in Ore gon was being worked out. A hearing on the original measure brought a flock of ob jections from irrigation district attorneys who said some provi sions were unconstitutonal. DeArmond, charman of a sub committee of the House Com merce and Utilities Committee, was appointed along with Rep. Al Corbett (D-Portland), Allen Tom (R-Rufus), and Earl Hill (R-Cushman), to work ovt ob jections with attorneys and Frank McColloch of Portland. McColloch headed the board which drew up the bill. Salem (U.R) Sen. Mark Hat field (R-Salem) says a plan which would subdistrjet Multo mah county into five areas for election of state representatives has been tentatively agreed upon by the Senate State and Federal Affairs Committee. The plan includes changes from the original subdistricting bill proposed by Sen. Rudie Wil helm Jr. (R-Portland) but Wil helm seid he would go along with it. Hatfield, chairman of the committee, said the five areas are of about equal population. Final committee action is ex pected next week. Salem (U.R) Rep. Alfred Cor bett of Portland has blocked passage of a bill that would tend to allow commercial clamming on beaches fronting on state parks. The bill would have re pealed what Rep. Emil Stunz of Nyssa said were "two obsolete statutes." Corbett said one of them was a porhibition against commercial clamming on state park beaches. The House sup ported his motion to send the bill back to committee. An other Clackamas county meas ure, which would have changed the county court to a county commission, also was tabled. Salem (U.R) The Senate Ju diciary Committee will hold pub lie hearings March 10 on two bills that would regulate sale of comic books. Salem (U.R) A public hear ing on a proposed constitutional amendment to lower the voting age from 21 to 18 years in Ore gon will be held March 19. Salem (U.R) Rep. G. D. Glea son, Portland, has introduced a resolution to limit terms of state board and commission members to four years. Fire Damages Famed Boston India Wharf Boston (U.R) A five-alarm fire broke out early today on historic India Wharf on the Bos ton waterfront. Fireboats and apparatus from every part of the city converged on the scene to keep the raging flames from spreading to adja cent structures in the congested harbor district. Early, incomplete reports said there were no deaths or injuries resulting from the fire. Cause of the fire was not determined im mediately. Firemen were hampered by brisk west northwest winds and by near-freezing temperatures. India Wharf is located off At lantic Avenue, the thoroughfare which separates the waterfront buildings from the rest of the downtown and North End dis tricts. , . City officials appealed for Coast Guard and naval assist ance in fighting the blaze. Graham To Conduct Rally in New York New York (U.R) Evangel ist Billy Graham, who has call ed New York a "tough town" for religion, will conduct its first major rally here tonight at Mad ison Square garden. The fervent young revivalist will be the guest speaker at the 15th anniversary rally of The Word of Life hour. The mere fact that she was alive seemed close to a miracle. But to outward appearances there was no difference between blonde and blue-eyed Linda and any other little girl. She ran and laughed with her five-year-old brother, Peter, and went to the store with her mother, Mrs. Werner Wetzel. When Lida was born Sept. 28, 1952, at Belmont Hospital it was found that nature somehow had failed her. Most of her chest structure was missing. Her heart lay ex posed. Instead of ribs, only stub ends of bones protruded from the spinal column. She was transferred the same day to Michael Reese Hospital which has extensive facilities for unusual pediatric cases. Dr. Saul A. Mackles took charge of the case. No Room For Heart Action "We thought at first that we could place the heart back in the chest cavity and draw the sides of the chest together," Mackler said. "But that wouldn't have given room for proper heart ac tion." Instead, a desperate move was decided upon. For 11 days, Dr. Mackler waited. On Oct. 8, a baby was stillborn at the hospital. When Dr. Mack ler told the parents about Lin da, they readily consented to what he had in mind. After examining her about a week ago, Mackler said he was convinced that Linda "will grow up to be a perfectly normal child." Only one portion of her chest failed to develop a bony structure and that is well cover ed with flesh and skin and "should cause no problem." Heart Develops Normally Her heart, he said, also is de veloping normally. Linda' mother said she sees no difference between her daughter and other children in the block. "She runs and plays and never seems to tire," Mrs. Wetzel said. "She walked at 11 months and she's just beginning to talk."
