Chamber Group Backs Sales Tax As Means of Solving Problem A unanimous recommendation that the sales tax principle with certain exemptions be adopted by the Oregon legislature to solve the state tax problem was made yesterday by the Jackson County Chamber of Commerce's legislative committee. A report of the action taken at the committee's regular week ly breakfast session Monday was .made at the Chamber's round table noon luncheon yesterday by Attorney Frank Van Dyke. No Specific Proposal He said that the committee -did not adopt any specific tax proposal, but believed that "ev : erybody enjoying the benefits of government should contribute directly to that government's support." Van Dyke also gave his per : scnal opinion that citizens all over the state should arise and support the sales tax principle, rather than increased income or real taxes. He cited what he be ' lieved were the dangers of leav- " ing such a proposal to refer endum and stated the legislature ' should initiate a sound measure during this session He explained that a referen dum would allow some small group' to word the bill, which might be objectionable, but ad- ' opted as a last recourse. Believes Future Poor Robert Root, another Cham ber committee member on leg islation and former state repre sentative, said that, in his op inion, the sales tax future in the present legislative session was "poor." He added, however, that if the people were properly informed on the subject, they would favor it. Root also said . that the adoption of a stiff real property tax or state income tax would probably bring about a referendum by the next general .election for a sales tax. Root described the state's pres ent economic status, which he said calls for drastic financial action to solve a deficit. He fav ored a general 3 per cent sales tax to solve the situation, with persons earning below $6,000 ex- jemot from a state income tax. In discussing proposed mea sures to raise additional reven ues. Root said that a six-mill property tax would bring about $30,000,000 revenues to the state. Such a tax would increase Jackson county millage by 11.2 mills, or an average of 16.7 per cent in taxes. . In sneakincr nf state inpnine taxes Root said that he had fig ured out that 80 per cent of uregon iammes pay less inan the $80 necessary in basic school support money to maintain one child in school. In conjunction with the tax discussion, Root recommended support of a permissive average inventory bill (HB 46), which will be helpful to Oregon's lum ber industry in allowing a monthly inventory average for tax purposes, instead of a Jan uary check when their stock piles are greatest. The members of the legisla tive committee of the Chamber invited all Chamber members who could to attend next week's session, which will concern wa ter resources and pending legis lation. , Next Monday's roundtable session, which is open to Cham ber members and newcomers here, will concern a report on retail promotion in the area and the coming spring opening un der the direction of Howard Boyd. My reference of several months ago that "Dazzy" Vance was 31 when he pitched his first major league victory was ques tioned by many subscribers de manding stogies. They said all the record books had it that Vance was 29 at the time. I re fused to retract, adding I did not pay off on record books. This re ply inspired much indignation In a recent interview, Vance said, "I am two years older than the record book say. When I won my first major league game I was 31." I merely mention this matter be cause I have been receiving a number of stogies not carefully wrapped. Ziegler, is: Will the telephones in the re frigerator locks be pay phones, and, if so, will there be dimes or nickels there in case a cus tomer finds himself locked in? Sen. Francis W. Ziegler of Corvallis arose on the Senate floor to explain a bill which would among other things, pro vide that in each refrigerated locker plant in which there is no full time attendant on the premises when the plant is open to patrons, an extension tele phone must be installed in each refrigerated room. It was, thought Ziegler, a sim ple bill. But before he was able to take his seat, half a dozen senators had asked him about a provision for reduction in li cense fees on the phones. To the query of Sen. Warren Gill of Lebanon about pay phones," which brought chuckles from the senators, Ziegler re plied "No. They are extension phones." A final round of laughter came when Ziegler, asked by President Elmo E. Smith of John Day if he wished to make a closing argument, said with a sigh of relief: "No!"" Then the measure was unan imously passed. Salem U.R) A bill is being drafted for the House Food and Dairying Committee which would establish a minimum pro ducer price on milk. Sponsors of the measure said the bill would help prevent any possible price war on milk. The minimum price would be based partly on the "average paid farmers in the three neigh boring states rather than on the cost of production. Distributors would set up pro ducer pools and negotiations would be made for an annual contract on a base quota for fluid milk. At the end of the year new quotas would be set up based on production during the four lowest shipping months. Salem U.R) Oregon's trou bles with her sister states in negotiating industrial accident claims in cases where jurisdic tions of other states collided with those of Oregon is the sub ject of a bill brought before the House State and Federal Affairs Committee. . The proposed measure would allow. th Industrial ArrirJent Commission to negotiate the compensation controversies on its own authority and would give it more authority to act in such cases as the one that arose Resigned Liquor Officer Seeks Public Hearing Portland U.R) -An Oregon Liquor Control Commission hearing officer, who resigned under fire last week, has asked the commission to set aside his resignation, confront him with specific charges and hold an open hearing on any charges against him. Karl F. Glos of Portland was asked to resign after Gov. Paul L. Patterson made public a spe cial report which accused a com mission employee of gross mis conduct. Gov. Patterson did not name the employee. ' Glos asked the commission to rescind his resignation, which he submitted last Thursday. Glos said he "had been given information by good authority" that he was not eligible for a hearing before the Civil Service Commission because he had re signed. He asked for an open hearing "where I can be faced by my accusers and cross-examine them after , I have been appraised of any specific charges." Glos said no specific charges have been served on him. He said he was asked to resign by Lester Ireland,, commission chairman, and that he complied. The report to the governor was prepared by Robert Ma guire, a Portland attorney, who headed an investigation of the commission. .
