Aid Said Too Little, Too Much Control in School Building Plan Washington (U.R) The Na tional Educational Associa tion told Congress today that President Eisenhower's plan to help states build more schools offers "too little aid and too much control" by the federal government. William G. Carr, executive secretary of the teaching group which claims 570,000 members, said the NEA can not support the President's program as it now stands. He called the Presi dent's proposals "untested and hastily formulated." . Carr's statements were con tained in testimony prepared for delivery before the Senate Labor Committee. The group is considering a bill to carry out Mr. Eisenhower's plan for pro viding $1,120,000,000 in federal aid mostly loans over a three year period to stimulate a $7,000,000,000 over-all invest ment in school buildings. Fails To Proiride Assistance "The purpose of the bill is stated as being 'to provide assist ance of a substantial and effec tive nature.' It will not provide such assistance," Carr said. Spokesmen said the NEA never before has expressed out right opposition to a school aid bill. They commented, however, that no previous administration has come forward with a detail ed blueprint fori helping the schools, although former Presi dent Truman did recommend aid in a budget message. Carr said the NEA tradition ally has supported school aid proposals along lines laid down by the late Sen. Robert A. Taft (R-O.) and Elbert Thomas (D Utah), both former chairmen of the Senate committee, and by Sen. Lister Hill (D-Ala.). Hill is the present chairman. Studied by Panel The President's new program, he said, has been studied by a panel of NEA experts who have concluded that it departs from the Taft-Thomas-Hill principles and from those embraced by NEA. . ' Carr said he hopes for sub stantial modifications in the ad ministration bill to "provide some genuine federal assist- Three Sisters Timber Harvest Plan Attacked Eugene (U.R) A proposal to increase the amount of land that can be used for timber harvest in the Three Sisters area came under fire at a public hearing here yesterday . The U. S. Foresf Service pro posal would reduce the western section of the Three Sisters primitive area by 53,380 acres. Biologists and zoologists from the University of Oregon and Oregon State College said part of the area the forest service wants to cut from the primitive area was a natural laboratory for the study of plants, insects and geologic formations. Dr. Edgar Wayburn, San Francisco, president of the Fed eration of Western Outdoor Clubs, said that Oregon's only first-class low wilderness coun try was to be found within the primitive reserves. George Hol comb, editor of the International Woodworker, also opposed the proposal. Recently appointed by Cham ber of Commerce President John Pletsch was the chairman of the Retail Merchants committee, Howard Boyd, manager of F. W. Woolworth company in Medford for the past six years. This is Boyd's second year as chairman. Boyd, who came here from San Luis Obispo, Calif., has worked with the Woolworth company for over 25 years. He carries a life membership in the Globe, Ariz., Elks lodge and also helped organize the Chamber of Commerce there. He is a member of the Episcopal church. A stepped-up retail program is scheduled for the year 1955, be ginning with a special event for March 12 featuring "Spring comes to Medford" (which it un doubtedly will). The event will feature Easter basket displays in downtown store windows en tered by school students of the county. Prizes are being offered to interested students in the Eas ter basket contest. Hvasfa Favors Ike-Zhukov Meeting Los Angeles (U.R) John Hvasta, who was imprisoned three years behind the Iron Cur tain on trumped up spy charges, says President Eisenhower should meet with the Soviet's Marshal Zhukov to effect the release of American fliers in Red China. Hvasta, 27, now a student at the University of Southern Cali fornia, spoke at a church meet ing yesterday. He said the time has come "to organize public opinion to gain the release of our fliers who are still prisoners of the Reds." The student proposed "that President Eisenhower meet in conference with Marshal Zhu kov concerning specifically the fate of our fliers." He said Zhu kov is the man to stand up to and demand the release of the airmen. . An American citizen, Hvasta was seized as a spy in 1948 while studying in Czechoslovakia and working part time for the con sulate general. He escaped three I years later and took asylum in the U.S. Embassy in Prague. Wheat Storage Picture Brightens Spokane (U.R Availability of six to eight warehouses at the Pasco army engineers depot has brightened the Northwest wheat storage picture for this year, Pete Stallcop, ' executive secre tary of the Pacific Northwest Grain Dealers Association, said today.' -v. Stallcop said he had been in formed by the Commodity six, and possibly eight, ware houses at Pasco will be avail able, creating storage space for an additional eight million bushels of wheat. In a report issued after a meet ing of the association's grain storage committee, Stallcop said the general storage situation in Washington, Oregon and north ern Idaho "looks better now than it did a month ago," but still is not too favorable. He said western Montana and "southern Idaho 'appear to have ample space. . ,-- Democratic Chairman Slates Speaking Tour Washington (U.R) Chairman Paul M.
