The win was in the finals of the Southern Oregon' college invitational tournament ; Both clubs won their league openers last week, Talent lashing Jacksonville and St" Mary's getting by Butte Falls. Belski and reprimanded the officer; responsible for the pro-, motion. : :. . .. : - , The anno.uncement came after McCarthy, who inquired of the Army for nearly a year ; as to "Who promoted Peress?", said he had . posed - a new question: McCarthy Quarrel a ndArmv "Who promoted Belski?' . McCarthy feuded with the Army through most of 1954 over the promotion and honorable dis charge given former Maj. Irving Peress after, he refused to testify whether he was a Communist. Belski, 26, is a physician who was caught up in the regular draft' and stationed at , Miuphy General Hospital near' Boston. , Testifying f before McCarthy's investigating subcommittee last March, he , took refuge . in the Fifth Amendment when asked if he were a Communist, f- . The Army said Belski was promoted to corporal last Sept, 21 by Col. Arthur J. Redland, commanding officer at Murphy. The Army said Redland "did not first - obtan " , necessary ap proval" - from proper -officials and thus violated instructions. Under the instructions, an of ficer must get permission from Washington before; promoting a serviceman who has taken ref uge in the Fifth Amendment be fore a congressional committee. Belski was promoted, to. priv ate first class before the regula tion ;went into effect.
