SIX MEDFORD (OREGON) MAIL TRIBUNE Wednesday, December 29, 1954 Committee Advises Coordinated Water Resources Policy Portland Seven men who have spent a year-and-a-half studying water resources in Oregon this week recommended a coordinated system of water resources development. Warning that continued un coordinated use of the state's primary natural resurce could hamper full development of its economy, the Oregon Water Re sources committee recommended that a centralized water control agency be set up, together with a . statewide code for use of ground water. The committee, headed by Lyle F. Watts, Portland, propos ed in a report for the 1955 Leg islature that, a Water Resources board be set up with powers to develop a coordinated system of water resources development in Oregon. The committee, composed of J. W. Barney, Hillsboro; Curtis T. Beecher, Roseburg; J. D. Ben nett, Ontario; LaSelle E. Coles, Prineville; Frank C. McColloch, Portland; and K. W. Don Lane, Portland, former manager of the Jackson County Chamber of Commerce, served the committee as executive sec retary, and compiled and edited the 203-page report. Along with the recommenda tion for a Water Resources Board, the committee proposed legislation creating a ground water code. It would ,give the state power to require licensing of well drillers, to prescribe the manner of use of ground water, and to adjudicate the appropria tion of ground water for users who would get the most good out of it. The water board recommend ed by the committee would take over the functions now per formed by both thS Willamette River and Upper Columbia Riv er Basin commissions. Also, cer tain powers of the State Hydro electric commission would go to the new board, as well as the policy-making powers - of the State Irrigation board. Review powers now held by the State Reclamation commission would likewise be. taken over to avoid duplication of function. The committee recommended that the water , board be author ized to resolve conflicts after public hearings, with the pro vision that the same set of stand ards be applicable to all water uses. The committee's report was undertaken following a series of hearings held in 15 representa tive sections of the state to sound out public opinion in Ore gon's water problems. Watts said the hearings result ed in such unanimity of opinion that the committee was able to embody nearly all the public proposals in its own recommen dations. . "... In a summary of its findings, the committee pointed out that Oregon has adequate water sup plies for many years to come, but it emphasized that "the state is handicapped in full utilization of this resource because of un equal distribution between areas and seasons. - Water Over-Appropriated Minimum flows of most streams in Oregon are over appropriated during the period of peak demand, yet. the state, suffers average annual flood damage in excess of $19,000,000, the committee reported. It pointed up the urgency of the water supply problem by citing the increase in " rate of water ues applications, which has doubled since World War II. It estimated that agricultural use of water will double in the next 25 years. It predicted that municipal water requirements will increase from a present de mand of 66,000,000,000 gallons annually to 110,000,000,000 gal lons by 1975, and that the re quirements of Oregon's two ma jor water-using industries, the processing of timber and agri cultural products, will increase from 5 to 10 times in-the fore seeable future. Veryle F. Nickel!.. A fifth Medford area man has reenlisted in the Air Force for a six-year period. ' Griffin Edward Ownby and James 'Louis Capello were en listed under the "buddy system" now in force in the Air Force, which means they will take basic training together. Ownby s a son of Mr. . and Mrs. Ernest Ownby, 32 South Columbus ave., and Capello is a son of Mr. and Mrs. Charles A. Capello," Butte Falls. Also enlisting under the "buddy system" were Donald G. Voss, former Medford resident whose father, Gus Voss, now lives at Siska, Alaska, and Bruce P. Bailey, son of Mrs. Ethel Mc Carvel, 365 North Central ave. Airman 1c Mervyn C. Glea son, husband of Mrs. Delores B. Gleason, 5nV2 J st, has re enlisted in the Air Force for six years and. is now stationed at Portland Air Force base. Regional Consultant Selected by NFIP New York Appointment of Dr. Charles E. Price as regional medical consultant of the Na tional Foundation for Infantile Paralysis for the far west was announced today by Basil O'Connor,.- president of the March of Dimes organization. Dr. Price, formerly medical director' of the Fresno (Calif.) General Hospital, will supervise medical aspects of the National Foundation's activities in Calif ornia, Oregon, Washington, Ida ho, Wyoming, Nevada, Utah, Col orado, Arizona and New Mexico, O'Conner said. He must get back to civilian life, get started in business and settledown to a pattern of life that will be different from what he had in the Army. Many young men are very much unsettled for a year or so after they leave the service. They often do not know just what they want to do. Until he gets over his unset tled state, whatever has caused it, he is certainly' not a good marriage risk. His doubts about marriage naturally make you wonder if you would be happy with him. Under such conditions, the only thing to do. is wait. Since you love him, keep on seeing him. But don't give up your oth er friends. Dating other men will help you to keep a perspec tive on this matter and will keep you from being left high and dry if this man decides he does not want to marry you.
