To Be Mainstays In Any Atom War Washington (U.R) The Navy, stung by a British field marshal's attack on "expensive" aircraft carriers, ' pictured its big ships today as mainstays of any atomic Mauu aur farriArr L war. - Assistant Navy Secretary for Air James H. Smith Jr., called a news conference to tell how the Navy would use small, speedy carrier forces to strike nuclear blows under America's "massive retaliation" policy. ! Under Attack The carrier has been under attack in a series of speeches in London and Los Angeles by Field , Marshal Montgomery, Gen. Alfred M. Gruenther, Su preme Allied Commander Europe. Montgomery said no more carriers should be built. Smith, in a speech not as well noted,-recently said the aircraft carrier was "experiencing resurrection among air power thinkers everywhere. Montgomery's speeches in this country coincided with prepara tion of next year's defense bud get in which the Navy wants funds for a new super aircraft carrier." They also coincide with Navy plans to launch next Satur day the first super carrier, the 59,650-ton Forrestal which cost more than 200 million dollars. Annoy Navy The speeches annoyed Navy of ficers who have long been at edds with the British chiefs o: staff on the role of carriers. The British are not interested in strategic bombing from carrier decks. They leave that to the Royal Air Force. Montgomery said bluntly that the day of the carrier is ap proaching its end." The field marshal who led Britain's famed 8th Arm in World War II made his speeches here after being President Eisen hower's Thanksgiving guest He said the North Atlantic Treaty Organization bases all its plans on using atomic and hydrogen weapons in event of war. He said air power is becoming the de cisive factor in war. He foresaw that eventually air forces rather than navies will control the seas, National Watershed Congress Opens, To Talk Water Use Washington (U.R) Dele gates from 25 national organiza tions opened a National Water shed Congress here today to draft policies for "the wise use : and development of land and ; water resources." The organizations sponsormg - the two-day meeting include the ' National Association of Soil Con r servation districts, labor and '. industrial organizations and conservation and wildlife groups. r , C R. Gutermuth, member of . general committee for the meeting, said the congress will seek to "implement" a water- , shed portion program authorized by the last Congress. It also is interested in "developing effec tive partnerships of local groups, and state and federal govern- ' ment" in watershed develop- menthe said. Depend on Water "After all. he said, "our whole life is dependent on land and water usage." Ten panel discussions are scheduled during the meeting. Agriculture Secretary Ezra T. Benson and Interior Secretary Douglas McKay were listed as speakers at a dinner tonight.. The organizations calling the meeting include in . addition to the soil conservation group, the U.S. Chamber of Commerce, the 'National Association of Manu facturers, the AFL and CIO, the National Grange, the National Farmers union, the Conservation Society of America, the Izaak -Walton league and the Wilder ness Society, Gutermuth said. By MERRIMAN SMITH United Press Writer Washington (U.R) Back stairs at the White House: President Eisenhower the other day quoted "a rather wise old fellow" who once said, "cen tralization is the refuge of fear." The words of the "wise old fellow" don't show up in the latest edition of Bartlett's Famil iar .Quotations and people close to the President have no idea who he was quoting. Any wise old fellow want to claim the maxim? There is a report from Holly wood that someone has com missioned a West Coast jeweler to make a miniature model of the new White House plane, Colum bine III, for Mrs. Eisenhower's charm bracelet. She receives many charms for her favorite piece of jewelry and if she wore them all, she couldn't raise her arm. Many are mailed, but few are chosen. A White House squirrel was stunned the other day by run ning into a tourist's car. A sight seeing guide scooped up the dopey animal before he could wobble behind the safety of Mr. Eisenhower's fence, took him home and had a squirrel stew that night. Secret Service agents assigned to the White House in years past Film-TV Writer-Star Sees' How N.Y. Makes Live Shows New York (U.R) His cur rent visit here is giving Richard Carlson a chance to see how the other half lives. The "other half" angle has a double meaning in the case of this star. Although a TV veter ans, as such things go, most of his work has been in filmed tel evision, yet he will do a live one hour play while here. With a good knowledge of how TV func tions in the Hollywood area, he's getting his first real chance to see how the eastern part of the industry conducts itself. 'I'll say this," Carlson re marked. "There are a lot of young directors arid producers around New York who are cer tainly full of fire and ambition. Some of them have an enthus iasm as though they had just dis covered or invented television action. 'Domestic Parity' Sought for Wheat Portland (U.R) The Oregon Wheat Growers' league Satur day voted to give "maximum emphasis" toward obtaining con gressional adoption of a league- sponsored "domestic parity plan for a two-price system on wheat. The plan, which was approv ed at the closing session of the league's annual convention here, would give growers full parity, through the use of certificates bought from growers by mills, on the portion of the wheat crop used for domestic feed purposes. Delegates ! opposed the "mod ernized parity" formula of the present federal farm laws which would lower, by. 15 per cent the parity price of wheat when it becomes effective in 1956. Othe resolutions reaffirmed the league's earlier stand favor ing a state sales tax as a possible solution to Oregon's expanding fiscal needs; called for reorgani zation of the state tax depart ment, and opposed any change in the basic school support fund. FALSE ALARM ; Waterbury, Conn. (U.R) Pu pils and teachers at Chase School got a surprise when they staged a routine fire drill. Several com panies of the fire department rrived in the midst of the drill. Someone neglected to disconnect the automatic connection with fire headquarters on the alarm box when the switch was pulled. I went to see the stage play, 'The Caine Mu tiny Court Martial, the other night, and I must say I was tickled to see some Hollywood movie stars giving wonderful performances in it." Carlson, a veteran star, writer, director and producer for the movies, has acquired his TV fame in the past two seasons in the "I Led Three Lives" weekly series based on the undercover work against the Communists done by Herbert Philbrick for the FBI. Some 80 of the half hour films will have been com pleted by the end of this year and another year of espisodes probably will be made. "TV film work," Carlson said, "is done just as in the movies brief takes, usually not in se quence. We spend two days on one of the films. Because of my movie commitments, we'll do a bunch of them in quick succes sion so I'll be free for weeks at a time. Memorizes Easily "It's been a long time since I did any sustained acting such as is necessary on the stage .and in live television, but in rehearsals so .far I haven't found it too dif ficult to get the feel of such work again. Fortunately, , I'm a pretty quick study, so memoriz ing lines isn't a chore. And it is quite stimulating to work with other actors in this ' fashion again. . V . "But a steady diet of live tele vision wouldn't do for me not now, at least. I wouldn't be able to do anything else, and I have too much of a stake in the mo vies at present to get tied up in something that would leave me little time for them." received a clothing allowance of several hundred dollars annual ly. Congress, however, ruled out the allowance a long time age. The agents' pay scale is material ly higher today than it was when they received the clothing al lowances, but still they must provide themselves with far larger wardrobes than most fed eral employes. In addition to their dinner clothes, they are expected to -be immaculately groomed and dressed when they're on duty at the White House. To make ends meet and to keep well-dressed, the agents, of necessity, buy many of their clothes at the walk-up-and-save clothing establishments.
