The two countries appear too far divided on the basic issue to reach agreement, observers here said. - New Delhi demands , that the Portuguese pull out of India, where Portugal owns three en claves totalling 1,470 square miles. The Portuguese say they'll fight to the death to keep their Indian possessions. . Dispute Reaches Climax The dispute reached a climax Aug. 15, -with the failure of a long-heralded "march on Goa." Since then, there have been simi lar marches in which small un armed bands of Goan expatriates and Indian "satyagraphis," wav ing Indian flags, walked into Goa and were arrested. Two big demonstrations which might have touched off real trou ble were broken up by Indian police-before the marchers could reach Portuguese possessions. The Indian government has for bidden Indian subjects to take part in the marches. After a heavy back-and-f orth of diplomatic notes during which India and Portugal failed to reach common grounds for nego tiations, Foreign Minister Paulo Cunba said that if Indian inter ference in the Portuguese posses sions didn't stop, Portugal might appeal to NATO. Could Ask Consultation Under article four of the NATO treaty, Portugal could ask the West to "consult" on the Goa question. Portugal is not a member of the United Nations, and there has been no mention of any appeal to that body. Dr. Cunha pointed out that India has refused-Portugal ac cess to the two territories ' of Dadra and Nagar-Aveli, overrun by "anti-Portuguese " volunteer liberators" in July. Even with the taking of those two parcels, however, only 40,000 of the 650, 000 population of ' Portuguese India has so far been "lib erated." Portugal' has had Goa for more1 than 400 years and, accord ing to observers here, is likely to keep the enclave for a long time to come, if India refuses to use force.
