City-Financed Parking Facilities One Way To Solve Traffic Problem Editor's note: This is the third In a aeries on how American cities are meeting their staggering postwar traffic problems. By ROBERT ZIMMERMAN United Press Correspondent New York U.RJ Every city from Boston to Los Angeles is bursting at the seams with auto mobiles, and next to keeping them all moving the big prob lem is what to do with them when they're parked. The' City of Pittsburgh needs 27,000 parking spaces to accom modate the number of motorists who drive into the business district every day. Bight now there are about half that many available. Two Bitter Pilli ' All major U.S. cities are in the throes of a postwar traffic jam. It is more acute m some than in others. But a 20-city sur vey by United Press indicates car owners may have to swal low two bitter pills. before the parking dilemma is cleared up; 1. More motorists will have to leave their cars .at home and ride buses, .trains and trolleys downtown. .. 2. The era of pulling over to the curb and parking is ending in crowded business districts. Even the parking meter has out lived - its usef ullness on streets where every foot of space is needed for moving traffic. Can't Handle Demand Since the end of World War II city planners have realized that curbside parking and pri vately owned parking lots and garages cannot begin to handle the tremendous demand for city parking ' space. City financed parking facilities are the only way out. Chicago has approved a $50,- 000,000 bond issue to finance parking lot construction. Cleve land has authorized $3,000,000 for off-street parking facilities and the mayor is asking for $4, 000,000 more. Detroit is considering a $15,- 540,000 municipal parking sys tem involving seven garages and six lots. Boston is spending $10,- 000,000 on municipal parking facilities and officials say this will "pretty nearly" fill the de mand. Two garages were opened two years ago, a third as just completed, and a six-story underground garage will open soon. In some cities laws are being considered that would prohibit motorists from "feeding" nickels into parking meters every hour so they can leave their cars in one spot all day." There is a big sign on the out side of the waxed bag. It says: "This is your trash bag. Please use it as a container for your waste paper, tin cans, bottles and other debris." Where To Put It There is some other literature. It suggests that if you are travel ing you can deposit the bag in garbage cans when you stop for lunch along the highways. Or find a can where it can be dumped at motels, or gas sta tions. Never on the highway. A lot of communities already have joined the drive. Keith Wil son of Wallowa county was elect ed president of the Oregon State District Attorneys Association and Allen E. Birch of Tillamook county was named head of the Oregon State Sheriffs Associa tion Friday at final sessions of their annual conventions here. Ask Law Clarification The district attorneys adopted resolutions calling for strength ening and clarifying certain laws and amending the statute gov erning district court judges and justices of the peace so they can levy penalties and fines over the present maximum. The sheriffs-recommended a law licensing and regulating second-hand dealers, junk deal ers and auction operators doing business outside city limits. The law officers also want an amend ment to the law concerning writ ing a check without sufficient funds. McMillin Elected Other officers named by the district attorneys were Max L. McMillin of Josephine county, vice-president; James K. Gard ner of Washington county, secretary-treasurer, and Kenneth Abraham of Hood River county, executive board member. The sheriffs elected Tom El liott of Lake county, vice-president, and Richard Busch of Washington county, secretary-treasurer. BPA To Double Power Output Seattle (U.R) The Bonne ville Power Administration will market double the present kilo watt output within the next six years, BPA Administrator Wil liam A. Pearl said here Friday. Pearl, addressing 80 members of the Washington Public Utility Districts association at their an nual meeting said 6,200,000 kilo watts of federal power will be distributed in the Northwest by 1960. He said power from existing federal dams and those under construction should meet normal load growths of public agencies through 1965. Police said the Richard Sloops returned io their apart ment Friday night to find Meyers prowling their rooms. He fled through a bedroom window, ran across the yard, but stumbled ' after taking a four-foot drop from the yard to the sidewalk. It was then that Mrs. Sloop threw her fly ing tackle, dropping Meyers in his tracks. Sloop told police radios, clocks and jewelry had been gathered near a rear door. Personal articles worth about $58 were found on Meyers by police. Secretary of Navy Says Blockade of Red China Possible Washington (U.R) "Navy Secretary Charles S. Thomas said Saturday in answer to ques tions about blockading Commu nist China that the U. S. Navy can carry out "any assignment that isgiven to it." He repeated that statement six times when asked on the CBS radio program "Capitol Cloakroom" if the Navy could carry out an "effective block ade" of Red China. Up To President , Thomas emphasized that any decision to blockade China would be up to President Eisen hower and Secretary of State John Foster Dulles. Senate Republican Leader William F. Knowland has urged such a blockade in an effort to force China to free 13 Americans sentenced to prison on what the State department called "trumped-up" spy charges. t . Mr. Eisenhower, however, said earlier this week a block ade would be an act of war and he was not ready to give up ef forts to settle any differences with the Reds by peaceful means. Could Be Combination Thomas said he thought any blockade, if ordered, would be a "combination- Navy and air" blockade whether it applied to China or another, area. He added "it could be Naval and Naval Air." Asked if a China blockade would stop trade with China completely, he said the question of stopping "everything" was "pretty technical? and "I don't think you could stop everything, on a very large coast line." But he reiterated that "as I think the Navy is in such con dition that it can carry out any assignment that is given to it" WEATHER By United Press- . (U.R) A chemical that wipes dust, finger prints, and scratches from photo negatives, soon will be available. The chemical, a silicone called refr&tasil, will be on the market in a few months, according to the General Electric Corp.
