Soviet Delegat ion Permits ii Public To Pay Tribute at Vishinsky Bier New York (U.R) The So- . riet delegation to the United Nations opened the doors of its headquarters building on Parle . ave. today "to permit the public to pay its respects" to Andrei Y. Vishinsky. - A Russian spokesman said the body of the white-haired chief Soviet delegate to the United Nations would lie in state from ' 9 a.m. to 3 p.m. (EST). . Then the Iron Curtain, will : fall once more on that part of V Park aye. while the Soviets pre ; pare for the solemn procession r to Idlewild airport. Vishinsky's - body will leave for Moscow and a state funeral. His widow and ' daughter will accompany the body. , - Vishinsky's $3,000 copper-lined casket was wheeled to its - lying-in-state place on the sec ond floor of the headquarters building, one floor beneath the living quarters where he was found dead of a heart attack Monday. Embalming Delayed ; Police red tape held up the embalming of Vishinsky's body for almost 10 hours. A Soviet physician, identified only as Dr. Kosov, said Vishin- sky died at 9:30 a.m. of steno- cardia, an excruciatingly pain- - ful heart ailment known more familiarly as angina pectoris, But New York embalmers re fused to touch the body because Dr. Kosov was not licensed to practice in New York state. It was not until Dr. Milton Hel pern, New York deputy medical - examiner, signed the death cer tificate at 7:15 p.m., that permis- sion was given to proceed with : the embalming. Vishinsky's shroud was not ' the familiar blue serge suit he wore- while delivering vitriolic speeches against the .United States.
