1- Debate Topic of Red China in UN Kicks Up Furor Kearney, Neb. U.R) A pro test from little Kearney State Teachers college that students shouldn't hold debates on admit tin Red China to the United Nations has started universities arguing across the nation. ' The disDute sained national prominence when the U.S. mili tary and naval academies both banned the subject as an issue for its debate teams. Colleges Veto Topic In Nebraska the tonic had al ready been vetoed at Kearney and the Wayne, Peru and Chad ron Teachers colleges. - The presidents of the Univer sity of Omaha and of Creignton Universitv located irt Omaha, - said they disapproved of the topic, but did not intend to lor hid It. Elsewhere in the nation, New York's Manhattan College said th issue was a "cause for con cern." The college intends to take the matter under advise ment. . No Objection In contrast, the University of Chicago, Northwestern Univer sity and Ivy League schools said fthey had no objection to letting their students debate the issue. Debate coaches at the Univer sitv of Nebraska and Nebraska Wesleyan University, both locat ed at Lincoln, said they didnt oppose the subject, but would prefer debating on a farm issue. Started in October The uoroar started last Oct 22 when Herber t L. Cushing, Kearney's president told the Na- braskan State Normal board he was opposed to letting students debate in favor of admitting the Chinese Communists. The tODic had been chosen for all college debate teams by the Speech Association of America. Under collegiate debate rules, two. members of the four man teams argue in favor of letting the Communists into the UN, while the other two oppose it. Peru Confiscates Panamanian Ship Lima, Peru -(U.R) The Pan amanian flag whaling snips seized on the high seas this week for "violating Peru's territorial waters" will be confiscated and turned .over to the Peruvian navy, officials here said. Six ships of Greek millionaire Aristotle Onassis' whaling fleet have been captured so far, and Peruvian warships ancTplanes are pursuing a dozen others. The whalers are accused of violating Peru's "200-mile lim it," but Peruvian officials ack nowledged yesterday , the fleet's flagship Olympic challenger was 380 miles offshore when it was bombed and forced to halt. They said two bombs dropped on the challenger by a Peruvian plane "merely grazed" the ship, causing only "very slight damage." The Internal Revenue Service has made this clear. A spokes man denied the stripes will vio late "any privacy of the tax payer" and said the packages, 143 freight carloads of them, will be mailed out as scheduled right after Christmas. To' Reveal Income The stripe will reveal ' at a glance whether 'you reported more or less than $10,000 income last spring. Rep. Thomas J. Lane, (D-Mass.), complained about this Tuesday to Tax Commissioner T. Coleman Andrews, calling it a case of "tax and tell." ' He said use of the stripe is "an invasion of one's financial pri vacy" and will "enable too many inquisitive people to find out what other fellows are earning." Officially, the Internal Reve nue Service had "no comment" on Lane's complaint. But a spokesman said other markings in the past have accomplished the same purpose without rais ing a fuss and that the stripes will remain. - The stripes were devised to lower the cost-and time required for packaging the forms and in structions mailed out to taxpay ers. Material marked with yel low stripes goes to those who re ported income of 1 $10,000 or more. That with reddish stripes, to those reporting between $5,000 and $10,000.
