"The really big pay-off is the value of the free publicity and adver tising academy will give us. We figure we couldn't buy that pub licity for the entire amount the academy will cost." Actually, the academy is one of two blessings Colorado Springs has had from the armed forces in the past year. The Army's nearby Camp Carson was designated a permanent fort, and the 8th (Golden Arrow) Division was transferred here from Camp Atterbury, Ind., bringing 15,000 troops and 5000 families. Mud Boom in Business The immediate boom in busi ness has been fairly mild. Re tail sales in the first six months of 1954 were up 2.5 per cent. Building permits are running 112 per cent higher than last year, with residential construction ac counting for most of them. Busmessmen believe the acad emy project's biggest benefit so far has been in saving Colorado Springs from experiencing the business recession felt over most of the nation last June and July. Unemployment here is well be low the average for the nation and for the rest of Colorado even though actual construction of the academy won't begin until next summer.
