Skipper of Tender Finds Self up Creek Williamston, N. C. (U.B When the skipper of a 50-foot ship tender refuses to ask advice he's liable to find himself up a creek That happened here when a tender, bound for Morehead City, N. C from New Jersey, came down the inland waterway into Albemarle Sound. The skipper refused to tell bridgekeeper Hugh Spruill where he wanted to go. Think ing the tender was part of a salvage operation up the Roan eke River, Spruill sent it that way. The craft passed a logging crew up the river and asked how far it was to Morehead City, but before the loggers could tell them they were on the wrong river going the wrong way they had shoved off again. The river became shallow, the craft stuck on a mudflat. A tug freed it and the tender continued obstinatly upriver. When it finally got to the Bugs Island Dam the skipper decided to ask some questions and listen to the answers. State Senator Robert D Holmes, Gearhart, yesterday de scribed the Eisenhower adminis tration's Hells Canyon develop ment program as "one of the colossal blunders of all times." Holmes was guest speaker at the annual Jackson County Dem ocratic picnic at TouVelle State park. The "giveaway of Hells Can yon damsite to private power as opposed to its full develop ment by the federal government is "another demonstration of the fear, short-sighted planning and unbelief in their government to do a needed lob for the people" that has characterized the pres ent administration, Holmes said McKay Rapped "They say in effect: 'Let private utilities do the job on a small scale. Never mind the neoole and their interests. We're afraid. The people don't know, or they'd be afraid' . . And the spectacle Is even sadder for us Oregonians," Holmes added, "because right in the forefront of these apostles of fear and petty plans is one of our own (referring to former Governor McKay) now elevated to high position in the cabinet." Holmes declared there was a "striking parallel between this administration and that of War ren G. Harding " He listed the similarities as "a return to nor malcy . . . evasion of govern mental responsibility . . a pro gram of slogans and platitudes . . . a giveaway tendancy and a do nothing policy." "Attuned to Needs" He contrasted the' New Deal and Fair Deal as programs of fluid change, forward planning, progress for all the people and dedication to the philosophy that no job is too big for this country to surmount. Republican administration pol icy in this state over the years, he said, has shown "more and more distrust of the people, such as the continual attacks on the initiative and referendum ... a desire to resist change of any kind as long as possible ... re cent scandals in the liquor com mission . . . more and more un rest in our penitentiary, cul minating in the shocking and completely political treatment of Warden O'Malley. who was made the goat and fired in an attempt to get the Republicans off the hook . . game commis sion scandals . . . Secretary of State's 'Pear Deal' . . constant attempts by the legislative bodies to ram a Sales Tax down the people's throat in spite of their repeated demonstration at the polls that they are over whelmingly against it." "Thwart Power Development" Holmes said there had been an alignment of Oregon state executives with other northwest states "to thwart needed power development, under the guise of states rights and co-operative ef forts." Other unhealthy develop ments of the state government policy he cited as "the school land scandals . . the wartime $50,000,000 giveaway of tax money that even now threatens Oregon's fiscal position . . . vicious anti-labor legislation . . . the shameful opening of re lief rolls . . . reluctance to enact a badly needed school reorgani zation law " All these, he pointed out, proved the necessity for Dem ocrats to accept the responsibili ty of returning to power in Ore gon. Brief talks were also made by State Chairman Howard Morgan and National Committeeman Monroe Sweetland. Master of ceremonies for the picnic pro gram was Medford Attorney Robert Duncan, while telegrams from national and state officials unable to attend were read by Attorney James M. Main. Com edy sketches were contributed by the Reliable Duo. Ten coun ties sent delegations to the picnic and there were about 200 in attendance. August in New York Safest for Vacation Fortland, Me. (U.R) A physician who has made an ex tensive study of accidents ad vised members of the Maine Medical Association, "If you want the safest possble vacation take it in August in New York City." Dr. John H. Powers of Coopers town, N. Y., explained that New York City has 53 per cent of the Empire State's population but only 40 per cent of the fatal acci dents. Dr. Powers said . towns and villages with less than 24 per cent of the New York State population also have 40 per cent of the fatal accidents. Maine's rural fatality rate Is similarly high, he said. The physician said he suggests August for vacationing in New York City because that's the month when rural accidents are most numerous.
