Si-' Progress Reported On Proposed Water And Sewer District Residents of the area south west of Medford today reported rapid progress in the prelimi nary organization of a proposed new sewer and water district. S. C. Watkins, of the engineer ing firm of Harvey and Watkins, has been retained to do the en gineering work, and Miss Jean ette Thatcher, an attorney with previous water district exper ience, is handling legal details. In the present formative stage, the proposed boundaries of the district were described as: be ginning at the south city limits at Bear creek, going west to Highway 99 and Earhart street, south to Stewart avenue,: west to Myers lane, south on the east side of Myers lane including properties adjoining the railroad to the Bauer-Edmonds mill, southwest to include : two un named lanes off South Stage road, east on both sides of South Stage road to Highway! 99, and east to Bear creek, then north along the creek to the beginning ; point. , i' May Make Change-- Some properties in the area cannot be reasonably 'served, it was reported, and ;' may be ex cluded during the' preliminary engineering survey now under way. Some adjoining" properties may be added, if they can be serviced. Organizers say they hope to provide services where practical to as many properties as possible. ' A meeting of all interested res idents in the area will be called after the preliminary engineer ing and legal work is completed, so that facts and figures can be presented. Much consideration has been given to determine the most equitable method of financing the project, and the organizers are generally agreed that the best method would be through low-interest 20 or 25 year gen eral obligation bonds, to be re tired through substantial con nection fees plus monthly or bi monthly charges. Water would be metered and sewer costs charged according to the num ber of fixtures, or on a pipe volume basis. A few of the properties in volved are now served by the city of Medford. Future juris diction over these connections will be determined by the city and the proposed district's engi neer and the survey. Valuation Ample Assessed valuation in the area totals nearly $700,000, and is considered more than ample for the issuance of bonds to finance the water and sewer systems, according to present estimates. A group of volunteer workers are accepting signatures .on peti tions to form the area, and are also accepting contributions to finance, the pre-organization costs. Such contributions will be receipted, and will be directly credited to apply to the individ ual's connection fee. Petitions are being circulated by Alton Hart, of Hart's Hatch ery; Fred Schefiei, Fation sup ply; Mrs. Arneta F. Moss, Nite Lite motel; Bill Williams, Utopia motel, all on Pacific Highway south; C. X :;- linn i ' I The raspberry root borer is causing an increasing amount of grief in raspberry patches throughout the county. We are very fortunate to find a reason ably good control measure be fore the pest did too much dam age to our plantings. By spray ing now and again on Septemb er 10 with a strong DDT sol tion, fairly good control of the borers can be maintained. Use 8 pounds of 50 per cent DDT to 100 gallons of water, or in the case of small sprayers use 14 pound in 3 gallons. The spray should be directed principally toward the base and lower parts of the canes, but it would also be advisable to cover the tops fairly well. The timing of these sprays is very important. The borers which have been active in the roots are now emerging as a clear-winged moth which looks much more like a wasp. These moths will deposit eggs on the undersides of the leaves, and in a short while the eggs will hatch and the small worm will crawl down the canes. He burrows in to the cane about two - thirds of the way down and continues to burrow down to the crown of the plant. It is essential to get the first DDT spray applied before these eggs hatch. As the eggs will be hatching over a considerable length of time, a second spray about the 10th of September should be applied to maintain an effective deposit on ' the canes.' After reaching the crowns the borers continue to feed in the crown and main roots. Plants which are attacked in this man ner will be in poor condition and have a tendency . to wilt next year, especially during and shortly before harvest. Where any of this trouble was noticed it would be desirable to spray the entire patch in order to hold the borers in control. A 50-year-old Portland man, suffering from leukemia was re turned to the Good Samaritan hospital in Portland from Com munity hospital here. The flight in the Cessna twin-engine plane, left here at 7 a.m., and returned at about noon, George Milligan was pilot for the trip, and Miss Louise Burns was copilot. Nurse accompany ing the patient was Mrs. Julia Shore. The Eugene company bid $378,055 Harold W. Salter, Rogue Riv er, was low bidder for construc tion of two frame dwellings at Lincoln on the Greensprings highway. His figure was $25, 986. Tom Lillebo, Reedsport, was low with a bid of $58,986, for construction of a 240-foot con crete bridge over Bear creek on McAndrews road in Medford. The bid for grading and pav ing 4.47 miles of the County Farm-Ashland section of the Pa cific highway, made by the Acme Construction company, Eugene, is part of the plan for a four-lane highway from Med ford to Ashland. (U.R) The British United Press bureau in Vancouver, B.C., received a phone call last Tuesday night from the fire department at Burnaby, a community border ing Vancouver. "Could you tell us," the fire man asked, "if there was a three alarm fire in Vancouver tonight? We heard about it from Seattle on our television set."
