Albert James Ulman, 29, was apprehended shortly after noon Sunday at the home of his par ents in northwest Portland. He was asleep when the officers ar rived. Still at large was Donald Memory, 16, of Cleaves, O. A steel plate had been used to cover the hole. Builders Complain End of X Harmful Washington (U.R) Home builders complained Monday that Congress did them more harm than good by including in the new economic controls bill a provision aimed at eliminating "Regulation X" credit curbs on new houses. Building industry spokesmen said the provision is "so full of gimmicks" that it probably will be several months, at best, be fore Regulation X goes by the boards. In the meantime, they feared, many prospective home-buyers will simply withdraw from the market and. wait for the ex pected easier credit terms. l5Year-Old Boys Take Relative's Car Two 15-year-old Medford boys were arrested by city police for auto theft Saturday, after they took a car belonging to a rela tive of one of the youths and drove it to Central Point and back.
