Veterans Receiving
Wrong Bonus Checks
Should Return Them

received a bonus check made out
to someone else, according to
Hub Saalfeld, head of the State
Department of Veterans Affairs,
Saalfeld cxpalincd the error
as "just one of those things that
happens" and encouraged veter
ans who receive a check belong
ing to someone else to return the
check to the bonus division in
Salem at once where It will be
seen that the veteran gets his
rinht check.
'Bugs' Being Eliminated
Reports of incorrect payments
have been heard from Portland,
Bend, Hoseburg and Salem. Par
ticularly at fault were warrant
numbers in the series 27.000
through 27.100, due to a mixup
in the inserting and sealing ma

Jacksonville The budget
election set for July 2 in the
Jacksonville city hall was clan
Jied today by Mayor Albert
Hackcrt in regard to the mill-
nge needed to raise the $6,103
over the six per cent increase
limitation.
He explained that although
the figure needs 15 mills to cover
it, the incrcare over the 1 951
t2 budget is rnjy 9.3 mills. The
balance, that is 5.7 mills, lias
been carried for several years
for bond retirement, which is
now complete, leaving the sum
to bo applied for other ily im
provements, if the voters sanc
tion it.
Mayor Hackert staled that the
council and citizen's budget com
mittee felt that the added money
"is needed for proper operation
of city affairs, repairs to the city
ball and other city buildings, the
installation of new street lights
on California street and some
badly needed street oiling."
The Jacksonville mayor also
pointed out that this is the first
time to his knowledge that the
council has had to cull a spe
cial election on exceeding the
limitation. He cited the iact that
Jacksonville had the lowest cily
tax rate in Jackson county with
7.7 mills for the fiscal year 1051

two checks and fed them into an
envelope. The envelopes were
hand-checked every 50 enve
lopes to keep errors to a min
imum. The bonus division Tues
day issued this advice to those
receiving bonus checks:
1 The slate treasurer's office
will not recognize the endorse
ment of a bonus check by any
person other than the one . to
whom it is issued.
Notify if Check Lost
2 If a check has been lost,
destroyed or stolen, the veteran
should immediately write the bo
nus division in Salem, giving
his name and address, his bonus
application number and a state
ment as to whether he did or did
not endorse the check.
3 If a veteran gets a bonus
payment of $500 and thinks he
is entitled to more, he should
deposit his check, then write the
bonus division and explain why
he thinks he has more coming.
Include Certificate
4 If a bonus recipient has
died before cashing his check,
the nearest of kin should return
the check to the bonus division
and Include with it a copy of
the dcatli certificate. A bonus
payment chock subsequently will
be mailed to next of kin.
5 The bonus check must be
endorsed exactly as the name is
drawn on the face of the check.
Deputy Stale Treasurer Fred
Paulus said about five per cent
of the thousands of bonus checks
being turned into the treasurer's
office are improperly endorsed
and must go back to the recip
ients for correction.
