Eu gene Marsh, McMinnville, chair man of the interim group, said Concern Lessens "In view of this prediction, do not think that this committee need be as much concerned with new state revenues now as was the case a few months ago, One source of "new state rev enues" suggested was a retail sales tax, with food and med icine items exempted. Oregon is the only state on the Pacific Coast without a sales tax. The committee under joint reso lution adopted by the 1951 legis lature was directed to prepare new revenue bills and present them to the 1953 legislature with out recommendation. To this end, the committee will ask the state tax commission to prepare cer tain revenue bills which will be checked by the committee. New bills presented are expected to include provisions for a gross business tax, elimination of the exemption on payments of fed eral income tax and possibly some others proposed to the com mittee. Giles French, Lee Ohmart and Don Husband, and non - legislator members, Mrs. Louise Humph reys, Clackamas county, and Robert M. Haih, Portland. Marsh in a written statement to members of the committe, said as chairman he was pointing out that the legislature had directed the committee to draft bills to accomplish these specific policies: 1: Eliminate the complexities of offsetting procedures in the application of income, excise and property taxes. Would Avail Tax Money 2: Make income and excise tax revenues unrestrictedly avail able for general appropriation. 3: Remove the state from the property tax field as far as feasible. 4: Provide a simple process for computing and collections any property taxes necessary. In addition, he said, the reso lution authorized the committee to include in such bills other corrective and clarifying changes and prepare without recommen dation bills for new revenue sources.
