Nearly 800 delegates attended opening sessions en the Eastern Oregon -College of Education campus Monday and heard State Grangemaster Elmer MeClure, Milwaukee, condemn new ef forts to enact a state sale tax and to remove local control through a legislative school dis trict reorganization bill. MeClure attacked ballot measure Imposing a six-mill lim it on state property taxes as a "major step , toward enactment of a sales tax," and urged the grange to oppose It "with all the vigor at ear command" The grangeraaster, however, approved another tax measure on the ballot, an amendment permitting taxing units, such as school districts, ta( establish new tax base through action of Its voters.
