Airplane Goal Said Lagging Behind Time Russia Could Strike By CHARLES CORDOHY I United Pim Aviation Writer Washington (U.R) De fense budget testimony showed that the administration goal for reaching peak air strength is 18 months beyond the time when military men believe Russia will be strong enough to launch an atomic attack. The gap would be stretched to three years of House cuts itand In the defense budget, ac cording to Air Secretary Thom as K. Finletter's statement to a Senate Appropriations subcom mittee. Secret Partially Told In seeking restoration of House-voted cuts, the joint chiefs of staff and Pentagon civ ilian leaders have partially re vealed the secret calculations on which they decided a 143 wing Air Force was needed by mid-1954. President Truman, before sub mitting the military budget to Congress, "stretched out" the aircraft program, and the goal for reaching 143-wing strength was pushed back to the end of 1955 or early 1958. Military men disagreed with the move but were silent until the House vot ed further postponement. Possible Timetable Given Then it began to come out piece-meal that military intelli gence Indicated mid-1954 as the time when Russia will be cap able of unleashing a strong at omic offensive. It was accepted in deliberations by the joint chiefs that the time could be earlier or later, but from avail able data mid-1954 seemed the most likely period for the Sov iets to attain a big enough A bomb stockpile to risk an at tack. To counter such an attack, the Joint chiefs concluded 143 wings, ranging in size from 30 to 75 plans plus certain spares, would constitute a minimum U. S. Air Force. Most Dangerous Period "Russia's growing atomic cap ability," Gen. Omar N. Bradley, chairman of the joint chiefs told the Senate group, indicated "the general period of 1954 to be the most dangerous for the security or me united States." In a follow-up, Munitions Board Chairman John D. Small spoke of the "very perilous per iod oi ume and Finletter said the "national security is i n danger" because of both Budget Bureau and House cuts. New Trailer Scales Donated to 4-H'ers A new set of trailer scales, donated for use by all Jackson county 4-H clubs by the Grange Co-op supply, was put in use yesterday, according to R. H. Cate, Jr., county 4-H agent. The scales will be used to weigh steers, pigs and -lambs which are fed for 4-H market classes. They were built espec ially for the club by the Oreeon Technical institute at Klamath Falls and "feature many new devices which will be found de sireable by members and leaders using the scales," Cate added The director of OTI has re quested that the scales be exhib ited at the Pacific International Livestock exposition "because of their workmanship," the agent explained. The scales formerjy used had been in use for 13 years, Cate said. The new scales were used Tuesday by the Gold Hill and Sams Valley clubs. Post Office Carrier Examination Slated An examination to fill a va cancy as substitute clerk-carrier at the Medford post office, at $1.61 V4 per hour, was announ ced today by the federal civil service commission. Applicants must reside within the delivery area of the post office. Further information and ap plication forms may be obtain ed from Harry S. Walker at the Medford post office. YfACA Again Planning Tots' Swimming Classes Summer swimming lessons for youngsters between the ages of 6 and 8 will be held by the YMCA again this year, it was announced today. Last summer, the "Y" taught more than 145 youngsters to swim. Classes will begin Monday, June 9, and one class will meet Mondays and Wednesday from 9 to 9:45 a. m.; the other will meet Tuesdays and Thursday at the same hours. Parents wishing to register their children should telephone the "Y" at 2-6295. Registration will be limited to 20 children in each class, and a charge will be made for non-members of the Y" with family members par ticipating without charge. Bicycle Safety Parade Scheduled June 7th The annual Medford bicycle safety parade, under the spon sorship of the Jackson County Chamber of Commerce, The Mail Tribune and Montgomery Ward and company, will be held Saturday,. June 7, beginning at 1 p. m., it was announced today. The parade, designed to pro mote safer bicycle riding, has the approval of the Medford Safety council and the Medford police department. A bicycle will be awarded as first prize for the best and most originally decorated bicycle in the parade, according to Joe Matiere, manager of Wards.
