The Communists continued their harassing tactics against the West on two sides of the world and,- in at least one in stance, the West came off second best. The successful kidnaping of Brig. Gen. Francis T. Dodd by Koje Island war prisoners was both embarrassing and damag ing to the UN cause. "Admis sions" of bloodshed and death In the prison camps gave new fuel to the Red propaganda fire and quick Allied repudiation of the charges did not offset the dam age. Difficulties Not Over 2. New Nationalist disorders In Algeria and Tunisia were proof that French North African difficulties were far from over, and that repressive measures against Nationalist leaders in and out of the Tunisian govern ment had not succeeded in turn ing back the Nationalist tide. There were hints that Britain, long cool toward the Franco gov ernment In Spain, now might welcome Spanish help in easing Arab tension along the vital North African belt bordering the Mediterranean. 3. The Union of South Africa's militant prime minister, Daniel F. IHalnn, renewed his demand that the British protectorates of Bechuanaland, Basutoland and Memorial Plaque To Be Dedicated At Hospital Here A bronze plaque, dedicated to the memory of the late Miss Phyllis SwearinRon, who with Miss Mabel Coffpon for many years was responsible for the op eration of Community hospital, will he unveiled at the hospital Tuesday. The institution recently was transferred to the ownership of the Episcopal church, and the Rt. Rev. Benjamin Dagwell, Episcopal bishop of the diocese of Oregon, will be present at the Informal dedicntory ceremonies, and will offer the invocation. Actual unveiling will be done ' by Mrs. Porter Neff, a long-lime member of the hospital board, who presented the plaque to the ' hospital on behalf of the hospital j association. All friends of Miss Swearln-1 gen. and of the hospital, are in-' vitod to the ceremonies, which will be in the vestibule of the hospital at 3 p.m. Members of the hospital board will also at- tend, and a board meeting will be held following the unveiling. It was another Indication of cau tious optimism that soon the West can negotiate with Russia from strength, and that contain ment of Communism and a strong West can be a bulwark against war.
