Program Scheduled To
Go Before Legislature

building program to bring Ore
gon state institutions reasonably
up to date will be proposed to
the 1053 legislature by the State
Board of Control.

maximum security building
probably between the state hos
pital and nearby state prison, to
house the criminally insane and
sex deviates who have been ad
judged by courts and doctors as
immediately incurable.
Matter of Protection
Reason for including the sex
deviates in this maximum and
indefinite security program, of
ficials said, is not primarily a
matter of punishment for them
but primarily a matter of pro
tection of the public from them.
They are the ones who get driv
en to such fanatic deviation that
they wind up killing a little
child. The Idea is to isolate them
from society before they com
mit murder instead of waiting,
as in the past, until after they
commit murder.
The program proposed by the
board would extend over a pe
riod of 10 years at the rate of
some $2,000,000 a year. High on
the priorities would be two new
cottages at Fairview home for
the mentally deficient, now so
overcrowded there is a waiting
list of 253 including 75 babies
under three years of age.
Other Buildings Planned
Other buildings would be at
the state schools for the blind
and for the deaf at Salem, Mac
Laren boys school at Woodburn,
state tuberculosis hospital here,
eastern Oregon Tuberculosis hos
pital at The Dalles and eastern
Oregon State hospital for the
mentally 111 at Pendleton. Hill
crest school for girls here Is re
ported at present in compara
tively good shape. At The Dalles,
surgery facilities would be estab
lished at a cost of $400,000.
Rail Line in Operation
Following Log Accident
Tillamook (U.R) Southern
Pacific's Tillamook short line
was back in operation Saturday
after four freight cars loaded
with heavy logs left the rails
near.. Manhattan Beach and rip
ped up 110 feet of track.
The big timbers were spewed
out onto the Coast highway run
ning parallel to the line when
the mishap occurred Thursday.
The derailed cars were part of
an inland-bound freight train
headed for Portland.
Manhattan Beach is a coastal
community 19 miles northwest
ot Tillamook.

Distinguished Flying Cross. He is shown above during the cere
mony, being congratulated by Cmdr. Guy Howard, his command
ing officer. The award was presented for extraordinary achieve
ment as a crew member of patrol and reconnaissance planes in the
Korean theater from July, 1950, to January, 1951. The award cita
tion said, "Participating in 35 patrol and reconnaisance missions
during this period in an active combat area, where enemy anti
aircraft fire was expected to be effective and enemy aircraft pa
trols usually occurred, he contributed materially to the success of
the squadron. His courage and devotion to duty '?re In keeping
with the highest traditions of the United States naval service.
Commander Ettinger entered the Navy in 1941. His wife, formerly
of Forest Grove, Ore., now lives in Hawaii.

head noises. The exercises described
in the pamphlet have Improved the
hearing in many instances and some
readers discovered that systematic
performance of the exercises correct
ed snoring too. However, it takes one

regularly enough. Xnuckleheada dis
miss the idea as too silly.

Probably my reaction to the
good dentist's expostulation will
obliterate the last trace of affec
tion or respect he must have had
for me as a health teacher when
he bothered to write me such a
courteous, kindly letter. And in
a way I feel I'm a so-and-so to
use the dentist's letter in this
column, even though no one can
learn the dentist's Identity un
less the dentist himself or herself
wishes to reveal it.
The dentist begins his or her
letter with a statement which as
nearly implies approval as any

tist: "Your daily column has long
been followed by me with inter
est and I have enjoyed some of
the viewpoints you express in j

that over two or three times,
