Idaho Governor Claims Dam Plan Violates Rights Washington U.R Gov. Len Jordan of Idaho Tuesday accused the Interior Department of try ing to take over "our" river in proposing construction of Hell's Canyon dam. Jordan, before a House recla mation subcommittee, opposed a bill authorizing the controver sial dam on the Snake river en the Oregon-Idaho border. Said Violation of Rights He said the bill was a violation of state's rights, adding "Idaho claims a substantial interest in the Snake river. In fact, we think of it as our river. ... "I insist the waters of the Snake river belong to the sev eral states in which these waters originate. I do not agree that the rights of the federal govern ment are paramount to the rights of the states." The governor also complained the bill failed to provide for irri gation or reclamation facilities, and that it would put a "defi nite limitation" on upstream Irri gation. Power Authority Seen He argued also that the bill would destroy the possibility of slack water navigation in south era Idaho. His state, he said, would be forced to set up a state power authority to protect its interest in' the production at Hell's Canyon. Jordan said the Columbia Ba sin Inter - Agency Committee, made up of federal and state of ficials in the area, did not ap prove the dam plan and, in fact, was bypassed in its presentation to Congress. U.PJ The fi nal land drawing this year for 32 Franklin county government- owned farms ranging from 48 to 153 irrigable Columbia basin acres will be held here May 31, the Bureau of Reclamation an nounced Tuesday. ; The veteran priority farms will sell between $1,091 and $7,298 and receive water next year. District Manager H. A. Parker said. The bureau said more than 10,000 announcements of the proposed drawing and sale have been mailed. The deadline for return of the applications is May 16. Reclamation Commissioner Michael Straus said there were indications the number of farm seekers on this sale would sur pass all of the other three draw ings this year.
