Adults Must Retain Sense of Balance In Handling Youth Tuesday. Mart 25. 1951 -MEDFORD (OREGON) MAIL TR1BUKE THREE Editor's net: President Mil ton S. OJ.PJ "Our earth is degenerate in these lat ter days . . . children no longer obey their parents. "The children row love lux ury. They have bad manners, contempt for authority. They show disrespect for elders, and love chatter in place of exercise. They no longer rise when elders enter the room. They contradict their parents, chatter before company, and tyrannize over their teachers." Discourag ing, isn't it? So thought the Egyptian priest of 4000 B.C. who is quoted in the first paragraph. And that's Socrates speaking in the second paragraph. Adda to Concern Each newspaper release indi- dicating new waves of petty crimes by modern youngsters adds to our concern and dis couragement. Of course, we must be concerned by these stories. As grown-ups with the interests of. youngsters and tomorrow's society at heart we must never be satisfied as long as any child anywhere is psysically, socially or in any other way maladjust ed. But we must at the same time keep our perspective and our sense of balance. The youth of today need that from us most of all. As troubled adults we must be careful not to use "youth" as a scapegoat for conditions we are unable to manage in our adult world. No one seems to argue seriously that better social adjustment call it bejtter citi zenship, if you wisli is not one of our persistent problems in helping children grow up. It is in our discussion on how it shall best be done that we generate "atomic heat." Surely there must be many "all-right" ways of raising chil dren. One has .only to associate with the youth of today to be impressed with the poised, re sourceful, fair-minded genera- Rain-Making Measure Due in Legislature The Dalles, Ore. (U.R) A bill creating a five-man board to regulate artificial rain-making in Oregon will be submitted to the next legislature by the legis lative interim committee on weather control. Announcement of the commit tee's intentions was made here Saturday after a public hearing on weather control held in Ar lington. Another hearing had been held earlier this month in Medford. E. M. Nelson, committee sec retary and Wasco county exten sion agent, said the bill would provide for the regulating board to be drawn from existing state agencies. Three Wrecks Too Much; Autoist Takes to Feet Baytown, Tex. (U.R) Three wrecks in two months' time was too much for Emmett Belcher. He was unhurt when his car overturned on a highway and was demolished. Belcher was also unhurt in a wreck in which two men were injured seriously. Two days later Belcher es caped unscathed in a two-car col lision. "I'm not pushing my luck any farther," he said. "From now on I'm walking." I tion our hodge-podge methods have produced. - Approach Urged Dr. James Plant, former di rector of the Essex County Juve nile Clinic in New Jersey and a man who devoted his life to helping children in trouble, oft en urged those parents and teachers who worked closely with him to adopt a "public health" approach in dealing with children's behavior problems. If the boy in trouble could speak in our grown-up language he might say: "I'm not so much the bad boy as I am the weak boy. What's wrong is not wrong with me alone but with all my con temporaries. They have so far been strong enough not to suc cumb to the pressures of our world of childhood. Alleviate the conditions that cause my trouble or more children will follow me to your news head lines and your rehabilitation centers." Adults To Blame Who are to blame for children in trouble? Individually and as a society we adults must share the responsibility. What can we do about it? Dr. Plant suggests that we ac cept the child in trouble as the product of his environment and seek with him to locate and change the causes of his mal adjustment rather than blindly treat the symptoms. In addition, there must be the willingness and the machinery on the community level to tackle the roots of children's difficul ties as the public health ap proach exposes them, and so pre vent unacceptable behavior in others. Automobile Firebug Hunted in Portland Portland (U.R) Fire investi gators Monday were looking into the possibility that a firebug with a peculiar liking for auto mobiles was at work in Portland after three car fires were re ported within one hour. Firemen were summoned to extinguish a blaze in the front seat of a car parked on a street at 1:11 a.m. Fourteen minutes later a fire was reported in an other parked automobile. This blaze also was in the front seat. The third fire, reported 40 minutes later, was in the front seat of a pickup truck owned by Mike DeCicco.
